Lee proposes state-driven innovation and reform while Kim calls for liberalization and institutional rollback
Democratic Party candidate Lee Jae-myung on Monday submitted his official 10-point policy platform to the National Election Commission, outlining a state-led vision focused on post-crisis recovery, technological competitiveness and institutional reform. His proposals include the creation of regional AI clusters, expanded investment in K-content exports and a phased energy transition away from coal. He also pledged to restore public trust in government following former President Yoon Suk-yeol’s impeachment by introducing legal constraints on presidential emergency powers, finalizing prosecution reform and reinforcing judicial independence.
People Power Party candidate Kim Moon-soo also submitted his 10 key pledges, centered on economic deregulation, conservative social policy and enhanced national security. His proposals call for sweeping tax cuts, expanded housing benefits for young families and the abolition of progressive-era oversight bodies including the Corruption Investigation Office for High-Ranking Officials (CIO), which were involved in investigations against Yoon. Kim’s platform emphasizes strengthening nuclear deterrence by adding a nuclear protection clause to the U.S.–ROK defense treaty, redeploying tactical nuclear weapons or pursuing NATO-style nuclear sharing, and leveraging U.S. strategic assets based in Guam. He also calls for domestic weapons development, labor market liberalization and constitutional amendments to reduce what he describes as “excessive state intervention.”
