Seoul city schools recently considered adopting a sex education curriculum emphasizing abstinence, heterosexual-only relationships, and the immutability of distinct, fixed genders from birth. 

The Seoul Metropolitan Council’s education committee took a close look at a preliminary ordinance on sex education aimed at “creating a school culture in which students, faculty, and guardians respect sexual and biological ethics.” 

The proposed ordinance stated that “sex education should focus on biological sex”; “sex education should not cause sexual identity confusion to adolescents and teenagers”; and “sex should only be conducted between a husband and wife.”
