South Korean President Yoon Suk-yeol made history on Wednesday, becoming the first sitting president to be arrested on charges of leading an insurrection. His failed martial law attempt — framed as a response to alleged election fraud — has plunged the ruling People Power Party (PPP) into turmoil, raising questions about its political future, internal divisions and commitment to democratic principles.

As experts and political observers assess the fallout, questions linger over the PPP’s association with anti-democratic practices, internal divisions and its ability to rebuild trust amid growing public and political backlash.

PPP REACTS TO ARREST

The PPP has responded to Yoon’s arrest with strong condemnation of law enforcement and the opposition Democratic Party (DP). Interim leader Kwon Young-se declared the arrest a “judicial coup” and criticized the Corruption Investigation Office for High-ranking Officials (CIO) for its handling of the case.

Describing Yoon’s arrest as a “dark day in the history of South Korea’s rule of law,” he vowed to hold the CIO accountable.

Meanwhile, PPP floor leader Kwon Seong-dong accused the DP of orchestrating the arrest, claiming the country’s “public authority has degenerated into a power grab.” Drawing provocative comparisons, he likened the action to those of “the Nazi Gestapo, the Soviet KGB and North Korea’s State Security Department.”

The PPP’s resistance escalated further when lawmakers staged a protest outside Yoon’s presidential residence, forming human barricades to block law enforcement officials from executing the arrest warrant. Dozens of lawmakers — including prominent figures like Na Kyung-won and former party leader Kim Gi-hyeon — tried to block the entrance to prevent law enforcement from taking action.

Yoon, who repeatedly refused to cooperate with investigators, reportedly ordered Presidential Security Service agents to resist law enforcement, encouraging the use of weapons, including knives, against officers.

Even after his detention, Yoon defended his martial law declaration as a constitutional measure to address alleged election fraud and political gridlock, framing the investigation as a “smear campaign” in a handwritten statement posted to social media.

CONTROVERSY OVER MARTIAL LAW

The PPP’s stance on Yoon’s martial law declaration and impeachment has deepened public and political scrutiny. Despite 12 defections from within their ranks, PPP lawmakers officially opposed impeachment during the Dec. 14 vote, further aligning themselves with the arrested president.

This alignment has drawn criticism from both the opposition and experts who question the PPP’s democratic credentials.

Notable PPP lawmakers, such as Yoon Sang-hyun, openly defended the martial law declaration, calling it a “high-level political act.” During far-right rallies organized by controversial pastor Jeon Kwang-hoon, lawmakers like Yoon and others expressed public support for Yoon Suk-yeol’s actions and called for the abolition of the Constitutional Court, accusing it of political bias.

The controversy intensified when PPP spokesperson Kim Min-soo resigned on Jan. 6 following public backlash over his remarks praising the deployment of military forces to the National Election Commission (NEC) during martial law.

Kim, a former army officer, also criticized military personnel for not using force against lawmakers who sought to lift martial law.

Rhee Jong-hoon, a senior consultant for Politics and Business Consulting, described the PPP’s behavior as emblematic of “pre-modern mindsets” and criticized its alignment with “anti-democratic principles.”

He warned that the presence of such factions within the party raises concerns about its commitment to democratic governance. “It’s alarming that there are still so many in the PPP who seem stuck in the past, clinging to outdated, authoritarian ways of thinking,” Rhee told Korea Pro.

CRITICISM OF FAR-RIGHT TACTICS

The PPP’s alignment with far-right groups and symbols has also attracted significant backlash. On Jan. 9, PPP lawmaker Kim Meen-geon introduced the White Skull Corps, a right-wing organization revived as an “Anti-communist Youth Brigade,” during a National Assembly press conference. The group’s name, historically associated with human rights abuses, sparked sharp criticism.

“Even if those invoking the name were unaware of its historical implications, such actions warrant a clear and unequivocal apology,” Jang Yong-geun, a constitutional law professor at Hongik University, said, condemning the revival of the name.

Jang emphasized that liberal democracy depends on resolving conflicts through dialogue and debate rather than violence or provocative symbolism. “The use of such a name — or any action that evokes violence — undermines the credibility of efforts to protect democratic principles,” he added.

Rhee echoed these concerns, arguing that PPP leaders were acting out of self-interest rather than loyalty to Yoon.

“These figures aren’t defending Yoon out of loyalty — they’re trying to inherit his support base,” he said. By aligning with the president, Rhee argued, these politicians are positioning themselves to capitalize on his remaining influence even as they anticipate his downfall.

“Let’s be clear: They know impeachment is on the horizon.”

PUBLIC OPINION SHIFTS

Despite the growing criticism, recent polls indicate rising support for the PPP. Gallup Korea’s survey from last Friday showed the party garnering 34% support, trailing the DP by just two percentage points under the margin of error.

However, experts attribute this rise more to the DP’s shortcomings and the unpopularity of its leader, Lee Jae-myung, than to any significant improvement in the PPP’s image. Lee, who faces his own legal challenges, has been a polarizing figure and a key target of public scrutiny.

Shin Yul, a political science professor at Myongji University, highlighted public anxiety over impeachment proceedings and political instability, particularly after the DP’s impeachment of former Acting President and Prime Minister Han Duck-soo.

“This likely heightened public insecurity, leading some to perceive the DP as contributing to national instability,” Shin told Korea Pro. In this context, the rise in PPP support may reflect a desire for balance rather than outright approval of its recent actions.

FUTURE IMPLICATIONS FOR THE PPP

Experts agree that the PPP’s actions in defense of Yoon have reinforced stereotypes of the conservative bloc.

“The idea that conservatives are inherently authoritarian — that’s exactly the image this behavior is reinforcing,” Rhee warned. He argued that such political maneuvering tarnishes the party’s credibility and undermines efforts to rebuild a viable conservative movement.

Jang called on the PPP to engage in self-reflection and reform if it helps to restore public trust. “Success in governance requires presenting objective and actionable reform plans while acknowledging past mistakes. Merely criticizing the opposition without introspection will not provide a foundation for credible leadership or lasting public trust,” he said.

Jang emphasized that South Korea’s democratic system must prioritize constructive reforms and dialogue to address systemic issues eroding public confidence.

“The current political environment, characterized by partisan attacks and counterattacks, cannot foster the trust needed for effective leadership. Only through meaningful reflection and a clear commitment to reform can any political faction earn the public’s mandate to govern,” he said.

As the nation grapples with political instability, the PPP faces an urgent need to distance itself from authoritarian tactics, address internal divisions and rebuild its image. Failure to do so risks alienating voters and further tarnishing its standing in South Korea’s democratic history.
