Senior officials from the Moon Jae-in administration, including former national security adviser Chung Eui-yong, are reportedly under investigation for leaking classified intelligence about the Terminal High Altitude Area Defense (THAAD) missile defense system to civic groups and Chinese officials in May 2020. The allegations, disclosed by South Korea’s Board of Audit and Inspection (BAI), suggest potential breaches of national security tied to one of the country’s most contentious defense policies.

The accusations involve sharing details of a joint U.S.-South Korea missile replacement operation in 2020, which reportedly led to clashes between residents and police. The BAI claims officials also briefed a Chinese defense attache on the operation’s specifics, including its timing and objectives, potentially as part of efforts to delay the deployment of the THAAD system, which faced significant opposition from Beijing and local activists.

WHY IT MATTERS

This investigation will likely intensify partisan divisions in South Korea. While President Yoon Suk-yeol has signaled interest in improving ties with China, the allegations against Chung and other Moon-era officials will give Yoon and the ruling People Power Party (PPP) an opportunity to frame the main opposition Democratic Party (DP) as weak on national security.

The case could also feed into a broader conservative strategy to portray the DP as harmful to South Korea’s national interests. With Donald Trump returning to the White House in January, his likely cool stance toward figures like Chung and Moon Jae-in could reinforce this narrative. Chung was heavily involved in inter-Korean detente from 2018 to 2019 and once famously claimed during a speech at the White House that Kim Jong Un had expressed a “commitment to denuclearization.”

By linking the DP’s policies to alleged security lapses and strained U.S. relations, the PPP could appeal to voters concerned about maintaining a strong alliance with Washington.
