South Korea’s military modernization gained momentum this month as Seoul secured Polish-made combat drones, marking a key step toward developing an attack-capable drone force. The acquisition of Warmate loitering munitions, or “suicide drones,” from Poland’s WB Electronics underscores South Korea’s commitment to counter North Korean threats and address its own personnel shortages through advanced technology.

The strategic partnership was highlighted last week when Polish President Andrzej Duda and ROK President Yoon Suk-yeol celebrated the drone agreement in Seoul, emphasizing its significance for South Korean security. Seoul aims to leverage these combat-tested drones for reconnaissance and precision strikes along the inter-Korean border, strengthening its defense capabilities amid escalating regional tensions.

BOLSTERING OPERATIONAL CAPABILITIES

The Warmate drones mark a shift for South Korea’s military, which has traditionally focused on the surveillance capabilities of UAVs.

By adding attack drones to its arsenal, the country gains new options to respond more proactively to regional security threats. The South Korean defense ministry described drones as “game changers” in modern warfare, noting their low-cost, high-impact capabilities in targeting enemy equipment and small units.

These drones, which hover over targets and attack at 93 mph (150 km/h) with laser-guided precision, have an operational range of about 18 miles (30 km) and a flight time of over an hour, according to WB Electronics.

Shin Seung-ki, a senior analyst at the Korea Institute for Defense Analyses (KIDA), emphasized that South Korea’s acquisition of combat-tested drones offers tactical advantages, stating that they have been tested in Ukraine, which means that South Korea can deploy them in “real situations.”

Shin also noted that the Warmate could expand South Korea’s tactical reach, integrating them alongside reconnaissance drones to track and engage targets. “This addition means greater operational diversity and improved interoperability,” Shin explained.

Such interoperability allows drones to coordinate in tandem, with reconnaissance units identifying targets for attack drones to strike, creating a layered defense along South Korea’s fortified border with North Korea.

STRENGTHENING DEFENSE PARTNERSHIP

This acquisition strengthens South Korea’s defense ties with Poland, one of its primary arms clients, and reflects the value of reciprocal procurement. Poland has purchased South Korean K2 tanks and K9 howitzers, establishing itself as a major customer. Now, the Warmate drones signify a deepened collaboration, offering mutual insights into drone deployment and integration.

“This acquisition is a benchmark for South Korea, offering real-world insights into drone effectiveness,” noted Shin from KIDA. Beyond the tactical benefits, the collaboration also highlights Seoul’s strategy of diversifying its defense suppliers and reducing dependency on any single nation.

Poland’s experience with drones in Ukraine allows South Korea to refine its own capabilities and benchmark domestic UAV programs against tested international standards.

Moreover, South Korea is advancing its indigenous UAV projects, including Korean Air’s KUS-SX, designed for reconnaissance and attack roles. Media reports from Oct. 23 indicate that the military is testing locally developed suicide drones with potential deployment by year-end.

Such projects align with Seoul’s long-term strategy of reducing dependency on foreign-made systems by enhancing domestic production capabilities in unmanned systems.

INTEGRATING FOREIGN AND DOMESTIC TECHNOLOGIES

While South Korea’s defense modernization involves incorporating foreign technologies, it also relies heavily on integrating them into its existing military framework. South Korea’s Drone Command, launched in Sept. 2023 as part of the Defense Innovation 4.0 initiative, plays a pivotal role in managing both imported and domestically-produced drones.

The command faces challenges in ensuring seamless communication between drone systems, safeguarding them against signal interference, and developing countermeasures against potential hacking and jamming. In a networked battlefield, where multiple drones operate simultaneously, effective command and control are essential.

“Secure communication channels are the backbone of visibility and coordination on the battlefield,” said defense analyst Choi Gi-il of Sangji University. He emphasized that establishing defenses against threats like spoofing and jamming is critical for successful drone operations.

Shin also highlighted the importance of long-term planning and specialized training to manage complex drone operations. “Managing multiple drones in combat requires a high degree of coordination,” he stated, adding that the Drone Command will lead focused training exercises and planning to adapt to the rapidly changing dynamics of network-centric warfare.

ADDRESSING TECHNOLOGICAL GAPS AND SECURITY CHALLENGES

Despite recent advancements, South Korea faces significant hurdles in building a competitive drone force. The country’s drone technology lags about a decade behind leaders like the U.S., primarily due to regulatory barriers and an underdeveloped domestic drone industry.

Choi of Sangji University noted that while South Korea has made strides, it still lacks the technological scale of countries like China, where companies such as DJI dominate the global market with 70% share.

As a result, the South Korean military currently depends on a mix of foreign systems to fill operational gaps. This includes Israeli reconnaissance drones, which have proven effective in surveillance roles but do not fully meet South Korea’s evolving defense needs.

“Until homegrown systems are validated, combining foreign and local drones provides a balanced approach to operational capability,” Choi explained. He added that South Korea’s long-term strategy likely involves gradually enhancing UAV capabilities by benchmarking foreign successes, allowing for a phased reduction in import reliance as domestic capabilities improve.

This blended approach offers South Korea a practical path forward, combining immediate tactical advantages from imported drones with a progressive shift toward homegrown solutions. However, closing the technology gap with leading nations will require increased investment in research and development, streamlined regulatory processes and a clear strategic vision for the role of drones in South Korea’s military future.

THE LONG-TERM IMPACT AND STRATEGIC GOALS

South Korea’s acquisition of the Warmate drones is more than a transaction; it reflects a shift in the country’s military doctrine toward a modernized force capable of networked, precision warfare. This move fits into a broader trend in South Korean defense policy that prioritizes high-tech solutions to address North Korean threats, personnel shortages and regional power dynamics.

This strategic shift also aligns with South Korea’s efforts to strengthen its partnerships with Western nations while mitigating risks from regional adversaries. Additionally, this move supports Seoul’s stance on diversifying its alliances beyond the U.S. and reinforcing defense ties with NATO-aligned countries like Poland, which brings both operational insights and technological advantages.

By integrating foreign technology with indigenous systems, South Korea aims to boost its defense industry’s competitiveness on a global scale. The country’s investment in UAV technology represents a broader trend of fostering high-tech industries to fuel economic growth and national security.

As the global defense landscape shifts toward unmanned warfare, South Korea’s efforts to strengthen its UAV capabilities mark a key development in its broader military and industrial strategy.
