The partnership between NATO\u2019s four Indo-Pacific partners \u2014 South Korea, Japan, Australia and New Zealand \u2014 has taken on renewed importance amid growing evidence that North Korea is <\/span>deploying<\/span><\/a> troops to Ukraine and increasing apprehension over China\u2019s regional ambitions.<\/span><\/p>\n

At the NATO Defense Ministers’ Meeting in Brussels on <\/span>Oct. 17<\/span><\/a>, South Korea\u2019s Vice Defense Minister Kim Seonho took the opportunity to outline specific proposals to enhance cooperation between NATO and the so-called IP4 nations, including strengthening strategic information sharing, deepening defense collaboration and coordinating responses to regional security challenges.<\/span><\/p>\n

Experts told <\/span>Korea Pro<\/span><\/i> that South Korea is uniquely positioned to take a leadership role in NATO’s Indo-Pacific partnership, citing Seoul’s combat readiness, growing defense exports to Europe and frontline experience with North Korea.\u00a0<\/span><\/p>\n

However, they cautioned that South Korea must balance its expanded NATO engagement against regional sensitivities, particularly its economic relationship with China.<\/span><\/p>\n

A CHANGING SECURITY LANDSCAPE<\/b><\/p>\n

Experts told <\/span>Korea Pro<\/span><\/i> that Seoul\u2019s deepening engagement with NATO is inevitable given the fundamental shift in global security dynamics as the North Korean military backs Russia\u2019s invasion.\u00a0<\/span><\/p>\n

They explained that the NATO-IP4 partnership offers a platform to bolster security awareness across both Europe and the Indo-Pacific, especially <\/span>concerning<\/span><\/a> Russia\u2019s war of aggression in Ukraine, China\u2019s expanding regional influence and the deepening strategic partnership between Moscow and Beijing.<\/span><\/p>\n

\u201cEurope\u2019s and the Indo-Pacific\u2019s security interests are converging, especially with North Korean forces now involved in conflicts unrelated to their own regime\u2019s security,\u201d said Ban Kil-joo, a professor at Korea University\u2019s Ilmin International Relations Institute.<\/span><\/p>\n

Choi Gi-il, a professor at Sangji University\u2019s National Security Division, echoed Ban\u2019s sentiments and said the recent developments make South Korea\u2019s role within IP4 even more crucial.\u00a0<\/span><\/p>\n

Seoul is now \u201cin a position where it must enhance its solidarity and cooperation with NATO and the broader liberal camp,\u201d he said.<\/span><\/p>\n

RECIPROCAL RELATIONS<\/b><\/p>\n

South Korea\u2019s high combat readiness and sophisticated defense industry have made it an increasingly attractive partner for NATO members, particularly in Eastern Europe.<\/span><\/p>\n

\u201cAmong IP4 nations, South Korea is the only country that has prepared for war continuously for over half a century,\u201d Shin Seung-ki, a senior analyst at the Korea Institute for Defense Analyses (KIDA), told <\/span>Korea Pro<\/span><\/i>.<\/span><\/p>\n

This longstanding readiness, Shin assessed, enables South Korea to quickly concentrate military power and achieve effective results in the event of conflict, giving it a unique position among its IP4 allies.<\/span><\/p>\n

Choi Gi-il, who also served as an administrative officer at the Blue House\u2019s National Security Office under former President Moon Jae-in, said that strengthening ties in the defense industry with NATO is essential, as Seoul aims to become the world\u2019s fourth-largest arms exporter by <\/span>2027<\/span><\/a>.<\/span><\/p>\n

Following a landmark defense deal with Poland in <\/span>2022<\/span><\/a>, South Korea has expanded its footprint in Eastern Europe, supplying K9 howitzers to <\/span>Romania<\/span><\/a> and <\/span>Estonia<\/span><\/a> and demonstrating its ability to meet NATO\u2019s defense needs while traditional suppliers struggle to keep up.<\/span><\/p>\n

\u201cArms exports are more than economic deals; they shape diplomatic relations and signal the depth of our partnerships with other nations,\u201d Choi told <\/span>Korea Pro<\/span><\/i>.<\/span><\/p>\n

Experts see South Korea\u2019s ability to quickly deliver advanced military hardware as particularly valuable for NATO\u2019s eastern flank, especially following Russia\u2019s invasion of Ukraine.<\/span><\/p>\n

\u201cIt\u2019s not just about trade; it\u2019s about strengthening European security at a critical time,\u201d Shin added.<\/span><\/p>\n

Ban noted that U.S. equipment often comes at a high cost with lengthy wait times, while European domestic production capabilities are limited, making South Korea an increasingly favored partner for defense cooperation. This collaboration could also pave the way for joint research and development in advanced weaponry.<\/span><\/p>\n

\u201cSouth Korea has much to offer NATO, especially in technology and defense production,\u201d he told <\/span>Korea Pro<\/span><\/i>, adding that Seoul also stands to gain significantly through collaborative research and technology transfers.<\/span><\/p>\n

Experts also stressed the need for South Korea to engage in robust integration of monitoring and information-sharing within the NATO-IP4 framework in light of the deployment of North Korean troops to conflict regions like Donbas or Kursk.<\/span><\/p>\n

In his phone call with NATO Secretary General Mark Rutte on <\/span>Oct. 21<\/span><\/a>, Yoon announced plans to swiftly dispatch a delegation for information sharing and take steps to enhance security cooperation between South Korea, Ukraine and NATO.<\/span><\/p>\n

Yoon also expressed hope for expedited processing of South Korea\u2019s membership to NATO\u2019s Battlefield Information Collection and Exploitation System to enable secure and efficient real-time information sharing.<\/span><\/p>\n

Both Shin and Ban noted that South Korea\u2019s leadership in such platforms will be essential for coordinating responses, and Seoul could seek reciprocal support from NATO.<\/span><\/p>\n

They suggested that if North Korean soldiers were to be captured in Ukraine, South Korea could gain critical intelligence through NATO channels, enhancing the effectiveness of NATO-IP4 cooperation and reinforcing shared security goals.<\/span><\/p>\n

GEOPOLITICAL RISKS<\/b><\/p>\n

Yet even as South Korea looks to strengthen relations with NATO, it will also need to balance its approach to China.\u00a0<\/span><\/p>\n

NATO has <\/span>labeled<\/span><\/a> China as a rising risk, citing Beijing’s \u201cstated ambitions and coercive policies,\u201d but the experts said South Korea views the issue through a different lens to its proximity and close economic ties to China, which it doesn\u2019t view as a direct threat.<\/span><\/p>\n

This perspective differs from NATO and other IP4 members like <\/span>Australia<\/span><\/a> and Japan, with Tokyo <\/span>calling<\/span><\/a> China its \u201cgreatest strategic challenge\u201d in its defense white paper due to Beijing\u2019s military activities near Taiwan and the East China Sea.<\/span><\/p>\n

\u201cSouth Korea faces an immediate threat from North Korea and is also concerned about Russia\u2019s aggression, which is shared with NATO,\u201d he told<\/span> Korea Pro<\/span><\/i>. \u201cBut our closeness to China introduces distinct priorities, especially in terms of economic interests, which may lead to differing perspectives and limit cooperation with NATO compared to European members.\u201d<\/span><\/p>\n

Because of this, Ban argued that South Korea cannot engage with China in the same way as NATO or its IP4 partners, which may take a more confrontational stance.\u00a0<\/span><\/p>\n

He anticipated that Seoul\u2019s cooperation with NATO and other IP4 states on China will follow an \u201cindirect route,\u201d focusing on opposing Beijing\u2019s changes to the status quo by force \u2014 such as potential conflicts in the Taiwan Strait. This approach, Ban noted, aligns with NATO\u2019s commitment to maintaining a rules-based international order.<\/span><\/p>\n

South Korea\u2019s role could involve bolstering surveillance, reconnaissance and naval capabilities, particularly in contested waters like the South China Sea and East China Sea.<\/span><\/p>\n

Shin also highlighted the potential impact of the U.S. presidential election on South Korea\u2019s strategies, stressing the need for flexibility in developing partnerships with NATO and IP4 nations. <\/span><\/p>\n

A NEED TO ASSERT\u00a0<\/b><\/p>\n

Looking ahead, experts believe South Korea should adopt a more assertive role in shaping the development of the NATO-IP4 partnership. While recent defense meetings indicate a move toward institutionalization of the framework, Ban of Korea University argued that Seoul needs to act quickly to secure a leadership position within the framework.<\/span><\/p>\n

As the partnership evolves, both Ban and Shin noted that South Korea is uniquely positioned due to its standoff with North Korea and status as a major defense industry player in Europe.\u00a0<\/span><\/p>\n

This allows it to enhance its global strategic value while securing additional security guarantees.\u00a0<\/span><\/p>\n

\u201cBut it requires South Korea to take a leading role in shaping the agenda and ensuring our security interests regarding North Korea are properly addressed,\u201d he added.\u00a0<\/span><\/p>\n

Experts assessed that partnerships between South Korea and NATO-IP4 nations are evolving beyond traditional security cooperation into a broader framework.\u00a0<\/span><\/p>\n

This includes regular working group meetings, enhanced information sharing about North Korean activities and joint technology development initiatives.\u00a0<\/span><\/p>\n

Choi of Sangji University emphasized that while South Korea has strong security ties with the U.S., it should engage more in collective defense and security systems with like-minded nations. He noted that alliances like NATO and collective defense mechanisms offer far more assurance than consultative bodies.\u00a0<\/span><\/p>\n

\u201cThe current situation necessitates that we adopt a proactive stance, especially as North Korea sends combat troops to support Russia. South Korea cannot afford to remain a passive observer,” he stressed.<\/span><\/p>\n
