Notably, the administration appeared to reframe the discourse around lethal weapons, with the official describing it as an &#8220;emotionally charged&#8221; term while emphasizing that all weapons&#8217; effects depend on their intended use.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The announcement followed the convening of an emergency National Security Council meeting where officials discussed both \u201cdefensive and offensive\u201d weapons options. Seoul also reportedly plans to dispatch a \u201cmonitoring team\u201d to Ukraine, potentially including military personnel to study combat tactics. The presidential office pushed back against Moscow&#8217;s claims that Russia-North Korea cooperation poses no threat to ROK security, specifically citing concerns about potential technology transfers that could be used against the South.\u00a0<\/span><\/p>\n<p><b>WHY IT MATTERS<\/b><\/p>\n<p><span style=\"font-weight: 400;\">This shift represents Seoul&#8217;s most decisive step yet toward its involvement in the war, potentially moving beyond its previous approach of only providing humanitarian military supplies and indirect support through artillery shell exports. The defensive weapons under consideration could include surface-to-air guided missiles for air defense, while offensive weapons could include more 155mm artillery, K2 tanks, K9 self-propelled howitzers, and various models of ground-to-ground missiles. The deployment of a monitoring team could also mark a new level of ROK engagement in the conflict zone.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, the official notably did not clarify whether the provision will be direct or through roundabout exports. They maintained caveats about the provision&#8217;s certainty, timeline and scale, likely cognizant of domestic hurdles.
