The Bank of Korea (BOK) has proposed a significant reform for the country\u2019s university admissions system in order to address economic inequality that stems from South Korea\u2019s intensely competitive academic culture.<\/span><\/p>\n

The proposal suggests implementing a \u201cregional proportional selection system,\u201d where university spots would be allocated based on youth populations across the country\u2019s regions.<\/span><\/p>\n

If implemented as proposed, the plan would help to distribute university students more evenly across the country, lessen the concentration and population density around the Seoul Metropolitan Area and combat entrenched economic inequality.<\/span><\/p>\n

Proponents believe the reform could help students choose majors that better match their career goals, leading to greater engagement during their studies and improved outcomes after graduation.<\/span><\/p>\n

However, critics are concerned that the reform could lower educational quality, reduce institutional competitiveness, and lead to unintended effects on how the population is distributed.<\/span><\/p>\n

TACKLING EDUCATION INEQUALITY<\/b><\/p>\n

The BOK recommended on <\/span>Aug. 29<\/span><\/a> that universities adopt a regional proportional selection system, aiming to reduce fierce competition among students for spots at elite schools.<\/span><\/p>\n

Under the proposal, universities would set their own criteria for regional divisions and residency requirements. Admissions would be proportionally allocated based on the high school student population in each region, with universities retaining some flexibility within set limits.<\/span><\/p>\n

To implement this, universities could broaden admission units or admit students without predetermined majors.<\/span><\/p>\n

BOK researchers argue that the overrepresentation of Seoul-based students at Seoul National University (SNU) \u2014 the country\u2019s top university \u2014 is not due to those students\u2019 innate skills or talents but rather because of the fact that high-quality private academies (hagwon) are concentrated in and around wealthy districts in the capital.<\/span><\/p>\n

Proponents argue that this approach could spread competition more evenly across the country while allowing universities to maintain autonomy over specific admissions criteria. They compare it to similar systems used at some U.S. universities, such as Texas\u2019s <\/span>Top 10% Plan<\/span><\/a>, which aims to increase geographic diversity.<\/span><\/p>\n

While acknowledging that it is not a perfect plan, BOK researchers view the proposal as a potential catalyst for breaking the entrenched inequalities in South Korea\u2019s education system and addressing related social issues.<\/span><\/p>\n

Chung Jong-woo, co-author of the report and head of the BOK’s Micro-Institutional Research Office, told <\/span>Korea Pro<\/span><\/i> that the implications of maintaining the current admissions system are far-reaching.<\/span><\/p>\n

\u201cThis is no longer just an educational issue,\u201d Chung said, warning that the social consequences are now so serious that they could affect South Korea\u2019s long-term growth and constrain fiscal and monetary policy.<\/span><\/p>\n

DEEPENING ADMISSIONS DISPARITIES<\/b><\/p>\n

South Korea\u2019s university admissions system follows two main pathways: early and regular admission.<\/span><\/p>\n

Early admission uses a holistic approach, considering factors such as school records, extracurricular activities and interviews, with less emphasis on suneung \u2014 the national college entrance exam. This pathway often benefits students with exceptional talents in areas like the arts or sports.<\/span><\/p>\n

Regular admission, which takes place after the suneung in November, primarily relies on standardized test scores and is considered the more traditional, test-focused route.<\/span><\/p>\n

Jeong Soomin, a 30-year-old college graduate, told <\/span>Korea Pro<\/span><\/i> that only the top 10% of high school students are eligible for early admission. The majority, like Jeong, must go through regular admission.<\/span><\/p>\n

The BOK\u2019s <\/span>report<\/span><\/a> highlights significant disparities in university access. While Seoul residents make up 16% of high school graduates, they account for 32% of admissions to Seoul National University.<\/span><\/p>\n

Students from the affluent Gangnam area are particularly overrepresented. The BOK attributes 75 to 92% of these regional disparities in top university admission rates to socioeconomic factors rather than student ability.<\/span><\/p>\n

The report noted that this trend exacerbates inequality, reduces social mobility and contributes to issues like population concentration in Seoul, rising housing prices and low birth rates.<\/span><\/p>\n

JOB MARKET MISMATCH<\/b><\/p>\n

Jeong also pointed out the inefficiencies in South Korea\u2019s tertiary education system, explaining that even after graduating, many students spend years in temporary jobs, delaying the start of their careers.<\/span><\/p>\n

Chung from the Bank of Korea highlighted a similar disconnect between students\u2019 chosen fields of study and their career aspirations. He noted that many students select universities and majors based on entrance exam scores rather than personal interests or career goals.<\/span><\/p>\n

This mismatch, according to Chung, contributes to lower evaluations of South Korean graduates in the job market.<\/span><\/p>\n

To address this issue, Chung explained to <\/span>Korea Pro<\/span><\/i> that the proportional admissions system would allow students to choose majors better aligned with their interests and skills, which he believes could increase student engagement and lead to improved career outcomes after graduation.<\/span><\/p>\n

He also suggested that this shift could enhance the international reputation of South Korean graduates, improving their perceived value in the global labor market.<\/span><\/p>\n

However, Park Joo-ho, a professor of educational studies at Hanyang University, expressed concerns about the potential impact of the proposal on educational quality and institutional competitiveness.<\/span><\/p>\n

Park warned that regional quotas might result in admitting underqualified students, particularly in fields like science and engineering, which require strong foundational skills.<\/span><\/p>\n

\u201cIf they set quotas mechanically by region and select students who are not prepared for the level of education, teaching won\u2019t be effective,\u201d Park told <\/span>Korea Pro<\/span><\/i>.<\/span><\/p>\n

He also pointed out potential legal conflicts with university autonomy, suggesting that the system may only be feasible for regional universities, not elite private institutions like SNU.<\/span><\/p>\n

Drawing a comparison to the corporate world, Park emphasized that companies prioritize individual talent over regional balance.<\/span><\/p>\n

\u201cThey care about whether an individual is talented and can contribute to the company\u2019s success,\u201d he said, stressing that universities need to admit students who can succeed in higher education to maintain academic standards and competitiveness.<\/span><\/p>\n

POPULATION SHIFTS<\/b><\/p>\n

The proposal\u2019s potential effect on population distribution has drawn further criticism. Some argue that instead of dispersing the population away from Seoul, the policy might concentrate students in regions with larger high school populations.<\/span><\/p>\n

Statistics from the <\/span>Korean Educational Development Institute<\/span><\/a> highlight a notable imbalance in the distribution of high school students across regions. For instance, Gyeonggi Province has 350,000 students, compared to 200,000 in Seoul, with other regions trailing far behind as of April this year.<\/span><\/p>\n

Experts have raised concerns that this imbalance could lead to a population shift toward areas like Gyeonggi rather than achieving the intended nationwide distribution, potentially further widening the gap between metropolitan and regional educational institutions.<\/span><\/p>\n

\u201cIf the goal is to alleviate the burden of private education costs or address real estate issues, I question whether this proposal effectively tackles these problems,\u201d Jeong told <\/span>Korea Pro<\/span><\/i>.<\/span><\/p>\n

Jeong advocated for more comprehensive solutions, suggesting that regional development should focus on improving infrastructure and cultural amenities. He noted that job opportunities and large corporations should be distributed outside of Seoul to encourage people to stay in those regions.<\/span><\/p>\n

MIXED REACTIONS<\/b><\/p>\n

While the BOK\u2019s proposal for a regional quota system in university admissions has faced criticism, it has also garnered support from major South Korean newspapers and educators who recognize its bold approach.<\/span><\/p>\n

Several<\/span><\/a> editorial<\/span><\/a> pieces<\/span><\/a> have praised the proposal as an innovative solution to long-standing social issues and argued that itl deserves serious consideration as a comprehensive response to structural problems in South Korean society.<\/span><\/p>\n

However, critics say that it would be more beneficial to re-examine the country\u2019s entire approach to higher education.\u00a0<\/span><\/p>\n
