{"id":2206379,"date":"2024-09-05T08:00:19","date_gmt":"2024-09-04T23:00:19","guid":{"rendered":"https:\/\/koreapro.org\/?p=2206379"},"modified":"2024-09-04T19:41:08","modified_gmt":"2024-09-04T10:41:08","slug":"south-koreas-17b-czech-nuclear-bid-faces-us-french-legal-complaints","status":"publish","type":"post","link":"https:\/\/koreapro.org\/2024\/09\/south-koreas-17b-czech-nuclear-bid-faces-us-french-legal-complaints\/","title":{"rendered":"South Korea&#8217;s $17B Czech nuclear bid faces US, French legal complaints"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">Westinghouse Electric Company LLC and Electricite de France (EDF) <\/span><a href=\"https:\/\/uohs.gov.cz\/en\/information-centre\/press-releases\/public-procurement\/3967-details-on-the-content-of-westinghouse-and-edfs-complainst-against-nuclear-tender.html\"><span style=\"font-weight: 400;\">filed complaints<\/span><\/a><span style=\"font-weight: 400;\"> last week with the Czech Office for the Protection of Competition against Prague\u2019s <\/span><a href=\"https:\/\/koreapro.org\/2024\/07\/south-korea-secures-czech-nuclear-deal-boosting-yoons-energy-export-pledge\/\"><span style=\"font-weight: 400;\">selection<\/span><\/a><span style=\"font-weight: 400;\"> of South Korea\u2019s Korea Hydro &amp; Nuclear Power Company (KHNP) as the preferred supplier for the Central European country\u2019s new nuclear power plant.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">EDF contests the supplier selection decision, while Westinghouse alleges \u201cviolations of procurement principles and errors in the selection process.\u201d Westinghouse seeks the cancelation of KHNP\u2019s preferred status and EDF\u2019s inclusion, as well as the reversal of its own <\/span><a href=\"https:\/\/vlada.gov.cz\/cz\/media-centrum\/aktualne\/dalsi-faze-jaderneho-tendru--vlada-pozada-zajemce-o-predlozeni-zavaznych-nabidek-na-vystavbu-vice-bloku-211721\/\"><span style=\"font-weight: 400;\">exclusion<\/span><\/a><span style=\"font-weight: 400;\"> from the bidding stage. The Czech government has initiated administrative proceedings but has withheld further comment until it has completed its initial review of the complaints.<\/span><\/p>\n<p><b>WHY IT MATTERS<\/b><\/p>\n<p><span style=\"font-weight: 400;\">KHNP\u2019s selection as the preferred bidder for the Czech Republic\u2019s <\/span><a href=\"https:\/\/koreapro.org\/2024\/07\/south-korea-secures-czech-nuclear-deal-boosting-yoons-energy-export-pledge\/\"><span style=\"font-weight: 400;\">$17.4 billion nuclear project<\/span><\/a><span style=\"font-weight: 400;\"> faces significant challenges. Westinghouse and EDF\u2019s complaints may delay or even derail the project. Westinghouse has claimed that KHNP\u2019s APR1000 and APR1400 reactor designs utilize Westinghouse-licensed technology and that KHNP cannot export those reactors without its approval.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amid these challenges, South Korean President Yoon Suk-yeol <a href=\"https:\/\/www.president.go.kr\/newsroom\/press\/VL2C7s07\">met<\/a> with Czech National Security Adviser Tomas Pojar on Wednesday, with the presidential office quoting Pojar as having expressed confidence that Prague will conclude a final contract with South Korea. Yoon stated during his meeting with Pojar that he aims to strengthen ROK-Czech ties through his upcoming visit to Prague later this month. Additionally, the South Korean presidential office stated last week that it has engaged in talks with the U.S. government to resolve the KHNP-Westinghouse dispute, but it remains unclear how much progress has been made.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Czech project\u2019s outcome will significantly impact South Korea\u2019s position in the global nuclear market. Success will likely boost South Korea\u2019s nuclear industry and open doors to the European market, where countries seek to reduce their dependence on Russian energy sources. However, the ongoing legal battle and the upcoming U.S. presidential election complicate South Korea\u2019s nuclear export ambitions.<\/span><\/p>\n<div class=\"content-tags\"><a href=\"https:\/\/koreapro.org\/tag\/business-economy\/\"><span class=\"tag\">Business &amp;
