Germany became the 18th member of the U.N. Command (UNC), marking the group’s first expansion in over a decade. German defense minister Boris Pistorius stated that European and Indo-Pacific security were linked during his visit to Seoul on Friday. South Korean defense minister Shin Won-sik welcomed Germany’s inclusion in the UNC, noting it would enhance cooperation in regional security and countering North Korean threats.

During bilateral talks, Seoul and Berlin agreed to bolster defense cooperation in cybersecurity and technological collaboration. They also expressed serious concerns over the deepening military ties between Russia and North Korea. Both ministers committed to continuous communication on major security issues and sustained defense collaboration.

WHY IT MATTERS

Germany’s inclusion in UNC reflects Berlin’s concerns over Russia’s invasion of Ukraine and increased military cooperation between Moscow and Pyongyang. North Korea’s provision of direct military support to Russia elicited Western condemnation during last month’s NATO summit in Washington, D.C. Germany’s participation in the UNC will further support South Korean President Yoon Suk-yeol’s policy of strengthening the ROK’s partnerships with its Western partners.

While Germany’s participation in the UNC is symbolic, it paves the way for practical collaboration, such as joint military exercises and enhanced intelligence sharing. Simplified defense export procedures established in 2023 have already facilitated German exports to South Korea. Further cooperation in cybersecurity and technology will bolster Seoul’s defense capabilities, enhancing regional stability and countering evolving threats from North Korea.
