Japan is reportedly considering holding a commemoration for wartime forced laborers at the Sado Mine, a former gold mine recently listed as a UNESCO World Heritage Site, as early as September. The potential move comes as part of an agreement between Seoul and Tokyo, following the UNESCO World Heritage Committee’s decision to inscribe the mine despite South Korea’s initial protests.

South Korea had argued that Japan aimed to omit the history of thousands of Koreans forced to work under harsh conditions at the mine during Japan’s colonial rule of the Korean Peninsula from 1910 to 1945. However, South Korea later agreed to the inscription, provided that Japan implements the recommendations of the International Council on Monuments and Sites and takes other measures.

WHY IT MATTERS

The South Korean government agreed to Japan’s inscription of the Sado Mine as a UNESCO World Heritage site, citing Tokyo’s commitment to acknowledge the history of forced Korean labor at the site through exhibitions and an annual memorial service. However, the main opposition Democratic Party (DP) has fiercely criticized the decision, accusing the Yoon administration of aiding Japan’s efforts to erase its colonial past and engaging in “treacherous diplomacy.”

President Yoon Suk-yeol, whose approval rating is 28% according to the latest Gallup Korea poll, has sought to improve ties with Japan to strengthen the U.S.-South Korea-Japan trilateral partnership amid heightened tensions with North Korea, Russia and China. While younger South Koreans are less anti-Japanese than older generations, the DP will likely leverage the Sado Mine issue to galvanize its base ahead of the 2027 presidential elections.

The ruling People Power Party elected Han Dong-hoon as its party leader on July 24, and Lee Jae-myung is on track to secure a second term as DP chairman. Lee has consistently opposed Yoon’s foreign policy toward Japan, but Han’s stance remains unclear. Despite being Yoon’s former justice minister, Han has distanced himself from the unpopular president as he prepares for a potential presidential run in 2027, adding uncertainty to South Korea’s future approach to Japan-related historical disputes after Yoon’s term ends.
