South Korean President Yoon Suk-yeol stated on Monday during an interview with Reuters that South Korea’s support for Ukraine would be determined based on the level of military cooperation between Russia and North Korea, which he described as a “distinct threat and grave challenge to the peace and security on the Korean Peninsula and in Europe.”

Yoon also expressed concern over Russia’s violation of U.N. sanctions resolutions through its involvement with North Korea, warning of negative consequences for ROK-Russia relations. Yoon highlighted plans to strengthen cooperation with NATO allies through a joint cyber defense training exercise and a meeting on the responsible military use of artificial intelligence, both set to take place in Seoul in September.

WHY IT MATTERS

Yoon’s remarks on Russia-North Korea cooperation as a distinct threat to Europe and the Korean Peninsula highlight the growing coordination between Seoul and Brussels to link their security concerns. While the move will help to strengthen South Korea’s ties with its Western partners, it will likely alienate its neighbors like China, which sees NATO’s growing coordination with its Indo-Pacific partners as the preliminary stages of establishing an Asian NATO.

Yoon’s remark about a joint cyber defense training exercise is notable. Yoon will likely propose increased cyber cooperation between South Korea and NATO member states in lieu of providing lethal weapons to Ukraine. Increased cyber cooperation may aid South Korea improve its ability to protect sensitive information, which in turn could boost Seoul’s candidacy for AUKUS Pillar 2.
