Revelations on Wednesday that President Yoon Suk-yeol may have intervened in the investigation into the death of a South Korean marine have renewed scrutiny into his actions and fueled accusations of a coverup, putting at risk not only public trust in government but the trajectory of ROK politics.<\/span><\/p>\n

Corporal Chae Su-geun<\/span><\/a> died in July 2023 while on a rescue mission during the country\u2019s flood season. Investigations revealed that Chae and other marines had not been issued life vests during the mission, leading to his death by drowning after being swept up by currents.<\/span><\/p>\n

The initial ROK Marine Corps investigation, led by Colonel Park Jung-hun, recommended charges of negligence against the company, battalion, brigade and division commanders.<\/span><\/p>\n

However, the case faced several complications, including the defense ministry\u2019s reversal of the decision to transfer the case to civilian authorities and the indictment of the Marine Corps investigator for alleged insubordination and defamation.<\/span><\/p>\n

Now, the new evidence that Yoon may have meddled in the case is likely to rally the opposition around the issue if the president can\u2019t clear his name with the public, exacerbating political deadlock in a parliament that has been struggling to reach a consensus on issues for years.<\/span><\/p>\n

POTENTIAL POLITICAL INSTABILITY<\/b><\/p>\n

South Korean domestic media <\/span>reported<\/span><\/a> on Wednesday that, according to call logs, Yoon personally called Lee three times on Aug. 2, 2023, the day the Marine Corps investigation team sent a report to the police detailing charges against the commander of the First Marine Division and others.<\/span><\/p>\n

Yoon called Lee again on Aug. 8, one day prior to Lee\u2019s decision to refer the case to the defense ministry\u2019s Criminal Investigation Command.\u00a0<\/span><\/p>\n

These calls raise suspicions about Yoon\u2019s direct involvement in the handling of the case.<\/span><\/p>\n

Lee Jong-sup <\/span>initially denied<\/span><\/a> receiving any messages or emails from the presidential office regarding Chae\u2019s case during a National Defense Committee meeting on Aug. 21. However, after the revelations about the phone calls, Lee\u2019s lawyer released a statement clarifying that while the calls on Aug. 2 did occur, they were unrelated to any instructions regarding the investigation or personnel actions against the Marine Corps Investigation Chief.<\/span><\/p>\n

The main opposition Democratic Party (DP), which holds a majority in the 22nd National Assembly that <\/span>began<\/span><\/a> its four-year term on Thursday, will likely seize this opportunity to push for a special prosecution investigation into the matter again, further widening the rift between the ruling People Power Party (PPP) and the opposition.<\/span><\/p>\n

The revelations will also <\/span>further erode<\/span><\/a> public trust in the government and the presidency. As details of Yoon\u2019s potential interference in the investigation come to light, this loss of trust will make it more difficult for the Yoon administration to implement its policies effectively.<\/span><\/p>\n

Moreover, the scandal will likely <\/span>intensify calls<\/span><\/a> for impeachment or constitutional amendments to shorten Yoon\u2019s single five-year term in office. If evidence suggests that Yoon significantly overstepped his authority or engaged in improper conduct, opposition lawmakers, as well as some ruling party lawmakers, may push for impeachment proceedings.<\/span><\/p>\n

While such a move would be unlikely to succeed, it could still increase political uncertainty at a time when the parliament is already struggling to address pressing issues.<\/span><\/p>\n

JEOPARDIZED LEGISLATIVE PROCESS<\/b><\/p>\n

The revelations of the phone calls between Yoon and Lee may lead to the parliament to prioritize an investigation over other crucial policy decisions.<\/span><\/p>\n

Just two days after the DP\u2019s <\/span>unsuccessful attempt<\/span><\/a> to override Yoon\u2019s veto of the Corporal Chae Special Prosecutor Act, opposition parties may seize this new information to push again for a special prosecution investigation.<\/span><\/p>\n

This renewed effort will reignite the political battle that led to Yoon\u2019s initial veto. Yoon had <\/span>argued<\/span><\/a> that it would be prudent to wait for the Corruption Investigation Office for High-ranking Officials to complete its investigation before considering a special prosecution.<\/span><\/p>\n

However, the reported phone calls will likely strengthen the opposition bloc\u2019s case for an immediate independent investigation.<\/span><\/p>\n

If the opposition parties succeed in initiating a special prosecution investigation or push for impeachment proceedings, the resulting political battle will consume the National Assembly\u2019s time and energy, hindering legislation and slowing the government\u2019s ability to address critical issues facing the country.<\/span><\/p>\n

Consequently, important legislative matters may face significant delays or even come to a standstill. <\/span>Pension reform<\/span><\/a>, which is crucial for ensuring the long-term sustainability of South Korea\u2019s welfare system, could be put on hold. Similarly, the construction of <\/span>permanent storage facilities<\/span><\/a> for radioactive waste from nuclear power plants may be postponed indefinitely.<\/span><\/p>\n

The 21st National Assembly passed only <\/span>36.6%<\/span><\/a> of the bills proposed over its four-year term. If the 22nd National Assembly becomes consumed by this case and its political ramifications, it risks being even less productive.<\/span><\/p>\n

INTERNATIONAL REPUTATION AT STAKE<\/b><\/p>\n

The scandal could strain South Korea\u2019s diplomatic relations, particularly with Australia. Former defense minister Lee Jong-sup, who was appointed as South Korea\u2019s <\/span>ambassador<\/span><\/a> to Australia, <\/span>resigned<\/span><\/a> less than a month after assuming the role.<\/span><\/p>\n

Since then, South Korea has yet to nominate a new ambassador to Australia. While Canberra may not express its dissatisfaction publicly, it might privately interpret the ongoing scandal and continued delay as reflecting Seoul\u2019s disinterest in prioritizing bilateral ties, despite the ROK\u2019s expressions of interest in cooperation with AUKUS.<\/span><\/p>\n

Moreover, Yoon may deprioritize other foreign policy objectives as he becomes increasingly preoccupied with managing the domestic fallout of the scandal.\u00a0<\/span><\/p>\n

In February, Yoon <\/span>indefinitely postponed<\/span><\/a> state visits to Germany and Denmark just days before his scheduled departure without providing a specific reason. It\u2019s suspected this was because of a scandal surrounding the first lady, underlining how such controversies can undermine his foreign policy agenda.<\/span><\/p>\n

If Yoon is bogged down by another round of calls for a special prosecution investigation, he may find it challenging to pursue his international agenda effectively, potentially missing opportunities to strengthen South Korea\u2019s global partnerships and advance its strategic interests.<\/span><\/p>\n

The ongoing scandal might also impact South Korea\u2019s relations with Japan. Opposition parties have long disagreed with Yoon\u2019s foreign policy approach to Japan, often criticizing him for being \u201c<\/span>subservient<\/span><\/a>.\u201d<\/span><\/p>\n

One of Yoon\u2019s top foreign policy priorities has been improving South Korea\u2019s relations with Japan and the U.S., which has led to increased <\/span>trilateral military exercises<\/span><\/a> between the three countries.<\/span><\/p>\n

However, the opposition parties will likely use the ongoing scandal to intensify their scrutiny of the Yoon administration and exploit the president\u2019s weakened position.<\/span><\/p>\n

The scandal could also embolden the opposition to revisit Yoon\u2019s <\/span>decision<\/span><\/a> to improve relations with Japan by agreeing that South Korea would not seek further compensation from Japan for former Korean forced laborers who were enslaved during World War II.<\/span><\/p>\n

This move was already controversial among the South Korean public, and the opposition may use the current political turmoil to reignite the debate and undermine Yoon\u2019s efforts to mend ties with Japan.<\/span><\/p>\n

The scandal could have significant long-term implications for South Korea.<\/span><\/p>\n

First, it threatens to tarnish Yoon\u2019s legacy. If the allegations of interference are proven true or the public perceives his actions as inappropriate, it could overshadow any <\/span>positive<\/span><\/a> achievements<\/span><\/a> of his tenure.<\/span><\/p>\n

Moreover, if the opposition successfully capitalizes on the public\u2019s discontent and frustration with the government\u2019s handling of the case, the DP could gain even more support in future elections, potentially setting the stage for a new era of progressive politics in South Korea.<\/span><\/p>\n

Yoon\u2019s success in reassuring South Koreans that he did not inappropriately meddle in the investigation into the marine\u2019s death will prove critical in determining whether the scandal fades from public attention or becomes the Achilles heel of an administration already facing lame-duck status.\u00a0<\/span><\/p>\n
