South Korea has <\/span>expressed interest<\/span><\/a> in participating in the AUKUS security pact\u2019s Pillar 2 projects, which focus on fostering collaboration on advanced military capabilities. But Seoul\u2019s chances of being invited to join, along with Japan, remain slim due to its significant cybersecurity vulnerabilities and a series of high-profile technology leaks in both the public and private sectors.<\/span><\/p>\n

During the <\/span>Australia-ROK 2+2 joint meeting<\/span><\/a> on May 1, South Korean defense minister Shin Won-sik welcomed AUKUS members\u2019 consideration of the country as a potential Pillar 2 partner, while Australian Deputy Prime Minister Richard Marles acknowledged Seoul\u2019s impressive technology and shared values and suggested future opportunities for engagement.<\/span><\/p>\n

The <\/span>AUKUS Defense Ministers\u2019 Joint Statement<\/span><\/a>, released on April 9, outlined the pact\u2019s intention to engage with other countries on Pillar 2 projects and highlighted several factors that would be considered when identifying collaboration opportunities, including the ability to adequately protect sensitive data and information.<\/span><\/p>\n

Despite the positive statements from South Korean and Australian officials during the ROK-Australia 2+2 joint meeting and press conference, the AUKUS members themselves have not explicitly endorsed Seoul\u2019s participation in AUKUS Pillar 2.<\/span><\/p>\n

The joint statement only mentioned the consideration of cooperation with <\/span>Japan<\/span><\/a> on Pillar 2 projects, recognizing the country\u2019s strengths and close bilateral defense partnerships with all three AUKUS members.<\/span><\/p>\n

The absence of explicit endorsement of South Korea\u2019s participation, as well as an embarrassing revelations about a recent data leak, raise questions about the likelihood of the country being invited to join Pillar 2.<\/span><\/p>\n

SYSTEMIC SECURITY FLAWS<\/b><\/p>\n

A series of incidents that highlight systemic flaws in South Korea\u2019s ability to protect sensitive data and information has brought to the forefront its cybersecurity vulnerabilities.<\/span><\/p>\n

On Sunday, the Korean National Police Agency <\/span>reported<\/span><\/a> on a massive data breach by North Korean hackers, who stole more than one terabyte of sensitive documents from South Korea\u2019s judiciary.<\/span><\/p>\n

The incident exposed the country\u2019s inadequate response and delayed investigation, with <\/span>reports<\/span><\/a> indicating that the judiciary allegedly failed to detect the intrusion for over two years and only requested a police investigation 10 months after the malware was discovered.<\/span><\/p>\n

Additionally, court officials were found to have had lax security awareness in areas such as password management. According to the police and the National Assembly, the passwords for some accounts on the computer network were composed of easily crackable strings such as \u201c<\/span>123qwe<\/span><\/a>,\u201d and they had not been changed in six years.<\/span><\/p>\n

Additionally, a March<\/span> Korea Pro <\/span><\/i>analysis revealed that South Korean government officials widely use <\/span>personal email accounts<\/span><\/a> for official business. This practice, evident across various government agencies, poses significant security risks and increases the likelihood of data leaks.<\/span><\/p>\n

These incidents call into question South Korea\u2019s ability to protect sensitive data and information and maintain the integrity of shared advanced military technologies \u2014 a key consideration for AUKUS members when evaluating potential partners for Pillar 2.<\/span><\/p>\n

TECHNOLOGY THEFT CONCERNS<\/b><\/p>\n

In addition to cybersecurity vulnerabilities, South Korea has been grappling with a series of technology leaks in the defense and private sectors.<\/span><\/p>\n

A <\/span>Korea Pro<\/span><\/i> analysis published in May highlighted the challenges faced by South Korea\u2019s KF-21 fighter jet project, a joint venture with Indonesia. Alleged technology theft by Indonesian engineers, who <\/span>attempted to steal sensitive data<\/span><\/a> related to the project, is part of a broader pattern of intelligence leaks in the country\u2019s defense sector.<\/span><\/p>\n

In 2020, dozens of former employees of South Korea\u2019s Agency for Defense Development \u2014 the country’s national agency for research and development in defense technology \u2014 <\/span>allegedly leaked tens of thousands of documents<\/span><\/a> on unmanned systems such as drones, future warfare technologies, artificial intelligence-related source codes and design secrets onto large-capacity portable storage devices.<\/span><\/p>\n

In January, South Korean police <\/span>charged<\/span><\/a> two South Korean nationals with industrial espionage for marine consultancy firm SI Innotec. Last year, a Korean court fined SI Innotec for exporting military-grade submarine equipment to CSBC Corporation \u2014 a Taiwanese state-owned shipbuilder \u2014 without the Defense Acquisition Program Administration\u2019s approval.<\/span><\/p>\n

In the private sector, a former Samsung executive <\/span>attempted to replicate<\/span><\/a> the company’s semiconductor factory in China in 2023. This incident, estimated to have caused Samsung at least $233 million in damages, exposed the vulnerability of South Korean tech companies to insider threats and industrial espionage.<\/span><\/p>\n

These precedents raise concerns about systemic issues in South Korea\u2019s handling of classified information and the effectiveness of existing security measures. Military technology theft and leaks jeopardize the country\u2019s military edge and any potential future military collaborations.<\/span><\/p>\n

Technology theft in the country\u2019s private sector \u2014 whose high-tech semiconductors and chips are vital components in modern-day weapons systems \u2014 also undermines South Korea\u2019s standing among potential AUKUS partners.\u00a0<\/span><\/p>\n

South Korea\u2019s cybersecurity vulnerabilities and technology leaks have also strained the country\u2019s diplomatic relations with Japan and intensified the growing animosity between the ROK and China, potentially impacting regional stability and security.<\/span><\/p>\n

Diplomatic tensions between South Korea and Japan have arisen from <\/span>Japan\u2019s actions against Naver<\/span><\/a>, the ROK\u2019s largest web portal, over the Line data leak. Japan\u2019s request for Line Yahoo Corporation to reconsider its financial reliance on Naver following the leak of over 300,000 cases of user data has been perceived by South Korean lawmakers as \u201cexcessive\u201d and potentially damaging to bilateral relations.<\/span><\/p>\n

This incident highlights the potential for technology-related disputes to hinder the ongoing efforts to improve bilateral ties.<\/span><\/p>\n

Moreover, South Korea\u2019s technology leaks have <\/span>benefited China<\/span><\/a>, further exacerbating the growing animosity between the two nations.<\/span><\/p>\n

The attempt by a former Samsung executive to replicate the company\u2019s semiconductor factory in China is a prime example of how South Korean technologies are being leveraged to advance Beijing\u2019s interests. This incident, along with the broader pattern of intelligence leaks in the defense sector, raises concerns about the potential impact on regional security and the strategic balance of power.<\/span><\/p>\n

As South Korea\u2019s critical technologies and intellectual property are compromised and potentially exploited by foreign actors, it could have far-reaching consequences for the country\u2019s strategic partnerships and its role in maintaining regional stability.<\/span><\/p>\n

The erosion of trust between South Korea and its partners, such as Japan and the U.S., could hinder the development of multilateral cooperation in addressing shared security challenges in the Indo-Pacific region.<\/span><\/p>\n

In light of this emphasis, South Korea\u2019s cybersecurity vulnerabilities and the series of high-profile technology leaks in both the public and private sectors serve as major red flags for AUKUS members.<\/span><\/p>\n

The systemic flaws in the country\u2019s ability to safeguard sensitive information raise significant concerns about South Korea\u2019s capacity to meet the security requirements necessary for participation in AUKUS Pillar 2.<\/span><\/p>\n

Given the sensitive nature of the advanced military capabilities expected to be developed and shared under AUKUS Pillar 2, the partnership must prioritize protecting these technologies from potential leaks and unauthorized access.<\/span><\/p>\n

South Korea\u2019s cybersecurity vulnerabilities and the recurring incidents of technology theft in its defense and private sectors make it a less attractive candidate for participation in Pillar 2, as the risks associated with sharing sensitive information and advanced technologies with the country may outweigh the potential benefits of collaboration.<\/span><\/p>\n
