The South Korean government\u2019s decision to <\/span>cut<\/span><\/a> its digital budget by 52% compared to the previous year has raised concerns about the widening digital divide and its impact on the elderly population.\u00a0<\/span><\/p>\n

This budget reduction poses severe risks, such as increased digital polarization, lower accessibility to essential services and vulnerability to scams and malicious applications for the aging population, particularly those living in rural areas.<\/span><\/p>\n

According to <\/span>Statistics Korea<\/span><\/a>, the population aged 65 or older in South Korea will exceed 10 million this year. The budget cut significantly <\/span>impacts<\/span><\/a> the operation of digital learning centers, which provide digital education to senior citizens. These centers heavily rely on government funding to support their operations.<\/span><\/p>\n

\u201cI definitely feel the impact of the budget cut. Unlike last year, I see no classes opening in the centers,\u201d Chun Ah Lee, a digital literacy instructor, told <\/span>Korea Pro<\/span><\/i>. \u201cI am most concerned about senior citizens living in rural areas. They are the most isolated, and they will receive the least support in digital literacy education.\u201d<\/span><\/p>\n

As the need for digital literacy skills increases, the elderly population faces challenges in adapting to digital devices. A <\/span>report<\/span><\/a> from the Ministry of Health and Welfare revealed that 64% of the population above 65 experienced discomfort or more due to digital transformation.<\/span><\/p>\n

Last year<\/span><\/a>, digital learning centers recruited more than 430,000 people aged 60 or above by offering education on booking tickets, using digital devices and comparing prices on various online platforms. However, the decrease in financial support has raised concerns about senior citizens being left to fend for themselves.<\/span><\/p>\n

\u201cMany older people find it difficult to navigate the digital world and they often don\u2019t know how to learn to adapt,\u201d Seo Young-ju, the director of the digital literacy education center and an instructor, said.<\/span><\/p>\n

GROWING DIGITAL LITERACY GAP\u00a0<\/b><\/p>\n

According to <\/span>data<\/span><\/a> from the National Information Society Agency, 84% of the elderly population use smartphones, but their digital literacy skills score only 54.5 out of 100. This low digital literacy impacts their daily lives, affecting their ability to order food, hail cabs, access banking services, shop and seek employment.<\/span><\/p>\n

The challenges extend beyond basic smartphone usage. Senior citizens also face increased vulnerability to digital scams.<\/span><\/p>\n

\u201cOnce, during one of my classes, one of the senior citizens whom I was teaching had his phone starting to blare a loud alarm. It turned out that he unintentionally downloaded a malicious application,\u201d Seo said.<\/span><\/p>\n

\u201cMany senior citizens are already financially challenged. They cannot afford to be unaware of the many digital scams that specifically target them.\u201d<\/span><\/p>\n

The COVID-19 pandemic <\/span>highlighted<\/span><\/a> the significance of the digital polarization. Senior citizens faced life-threatening challenges as they didn\u2019t know how to use applications that the government compelled people to use to ensure social distancing measures. Additionally, they <\/span>struggled<\/span><\/a> to apply online for emergency funds and vaccine reservations provided by the government.<\/span><\/p>\n

\u201cThe digital world is alien to many of us older people,\u201d Yang Chang-sun, a man in his 70s told <\/span>Korea Pro<\/span><\/i>. \u201cWe didn\u2019t grow up with this kind of technology. Many of us have never had to deal with it until only recently.\u201d<\/span><\/p>\n

Beyond everyday challenges, senior citizens also tend to face discrimination for their lack of digital knowledge. A <\/span>report<\/span><\/a> from the Korean Consumer Agency stated that most elderly individuals fail to take advantage of fee waivers and beneficial interest rates that many financial institutes offer exclusively through online services.<\/span><\/p>\n

This often leads to many senior citizens being excluded from financial and medical services.<\/span><\/p>\n

\u201cWhat\u2019s the point of having a smartphone if I don\u2019t know how to use its functions? For me, it\u2019s nothing more than an overly complicated phone,\u201d Yang said.<\/span><\/p>\n

SELF-SERVICE CHALLENGES<\/b><\/p>\n

The government\u2019s budget cut has sparked fears among those studying the <\/span>impact<\/span><\/a> of self-service machines on senior citizens, as the budget allocated for research on these machines also faces significant impacts.<\/span><\/p>\n

Self-service machines, also known as interactive kiosks, are computerized devices that allow customers to access services or purchase products without the need for human interaction.<\/span><\/p>\n

Despite the mixed responses to the increase in self-service machines, the industry has shown <\/span>consistent growth<\/span><\/a>, especially since the pandemic era, when priorities were on contactless interactions. There are about 450,000 such kiosks in South Korea today, a <\/span>fourfold increase<\/span><\/a> from 2022.<\/span><\/p>\n

However, the rapid growth of the contactless industry has led to more than 60% of senior citizens <\/span>reporting<\/span><\/a> difficulties in using self-service machines. According to the health ministry, <\/span>78%<\/span><\/a> of people in their 70s and 63% of those in their 60s said they frequently give up ordering when they have to use self-service machines.<\/span><\/p>\n

\u201cI never learned to use these self-service machines. Cashiers have to guide me through it any time I have to go shopping, and it\u2019s embarrassing. I\u2019m embarrassed about having to ask young people to help me all the time,\u201d Yang said.<\/span><\/p>\n

According to the <\/span>Korean Association of Social Welfare Policy<\/span><\/a>, South Korea began allocating computers in schools, corporations, and personal spaces starting in the late 1980s. As a result, many senior citizens today never had the opportunity or the reason to familiarize themselves with these modern devices.<\/span><\/p>\n

As a result, many senior citizens face a higher risk of experiencing negative emotions, which increases as they feel embarrassment or even anger when faced with accepting new technologies. This emotional distress is <\/span>associated<\/span><\/a> with a higher likelihood of depression.<\/span><\/p>\n

\u201cIt takes senior citizens a longer time to understand how to use technological devices that younger people might be able to quickly pick up intuitively,\u201d Hu Sung-ho, a research professor studying super-aged societies at Korea University, told <\/span>Korea Pro<\/span><\/i>. \u201cIt is especially difficult for people who spent their whole lives using analog devices.\u201d<\/span><\/p>\n

To address these issues, the Ministry of Education is <\/span>expanding<\/span><\/a> practical digital literacy education. However, digital instructor Seo is skeptical about the ministry\u2019s narrow focus.<\/span><\/p>\n

\u201cEven if I teach senior citizens how to use one self-service machine, there are so many with different interfaces with various structures. And it gets confusing, especially as people age and they suffer from short-term memory loss. There has to be more uniformity in these machines\u2019 interfaces,” said Seo.<\/span><\/p>\n

COMMUNITY-DRIVEN APPROACH<\/b><\/p>\n

According to <\/span>data<\/span><\/a> from the Ministry of Science and ICT, 46% of the population aged 65 and above responded that they are not willing to learn new technologies even as the country\u2019s digital transformation continues to accelerate.<\/span><\/p>\n

Hu from Korea University suggests that addressing the digital gap should begin at a more fundamental level, starting from the technology development stage, where the needs and considerations of various age groups are taken into account.<\/span><\/p>\n

\u201cImplementing new technologies across various sectors without adequately considering the diverse groups within the community may lead to certain groups feeling left behind, ultimately resulting in the fragmentation of the community,\u201d Hu added.<\/span><\/p>\n
