South Korea and Romania held the 10th ROK-Romania Industrial Cooperation Committee meeting in Seoul on Monday to discuss expanding cooperation in trade, investment, industry and energy. The two countries aim to deepen their strategic partnership, established in 2008, by building on existing collaboration in the automotive parts and steel sectors and exploring new areas such as industrial technology, nuclear power, defense and infrastructure.

The meeting addressed bilateral trade growth, the impact of EU regulations on free trade and potential research and development cooperation in various fields. Romania introduced its energy mix policy, while South Korea emphasized its competitiveness in the nuclear power sector and expressed interest in contributing to Romania’s military modernization through weapons systems, local investment, technology transfer and joint exports to third countries.

Why It Matters

South Korea’s expanding cooperation with Romania in the defense and energy sectors highlights Seoul’s efforts to diversify its strategic partnerships. President Yoon Suk-yeol previously met with Romanian President Klaus Werner Iohannis in July 2023 during the sidelines of the NATO summit in Lithuania, following Bucharest’s selection of Korea Hydro & Nuclear Power Company (KHNP) for a tritium removal facility at the Cernavoda nuclear power plant.

South Korea will likely continue to expand its defense exports to Eastern European nations as they grapple with security challenges posed by Russia’s ongoing invasion of Ukraine. Romania signed memorandums of understanding with Hanwha Aerospace and LIG Nex1 in Feb. 2023 to import K9 self-propelled howitzers, Redback infantry fighting vehicles and portable short-range anti-aircraft missiles.

However, South Korea’s nuclear energy cooperation with Romania faces uncertainty due to an ongoing legal case involving Westinghouse Electric Corporation and KHNP. The U.S. company filed a lawsuit against KHNP in Oct. 2022, asserting that the APR1400 Korean nuclear reactor, which KHNP intended to export to Poland and the Czech Republic, incorporated its proprietary technology. Despite the dismissal of Westinghouse’s lawsuit against KHNP and its parent company, Korea Electric Power Corporation, in Sept. 2023, the U.S. company stated that it intends to appeal the decision.
