South Korean President Yoon Suk-yeol’s decision to appoint former defense minister Lee Jong-sup as the country’s ambassador to Australia has sparked controversy, as Lee faces an ongoing investigation into his alleged involvement in the death of a South Korean marine in July 2023.

As South Korea prepares for its general elections on April 10, Yoon’s move threatens to undermine his administration’s political standing and disrupt the nation’s diplomatic relations with Australia at a critical juncture.

ALLEGED MISCONDUCT

During his tenure as defense minister from May 2022 to Oct. 2023, Lee played a key role in promoting South Korea’s defense industry and expanding the country’s arms exports. He embarked on various overseas trips to further the Yoon administration’s “sales diplomacy” agenda.

However, Lee’s career took a turn in July 2023 when a 21-year-old South Korean marine, Corporal Chae Su-geun, died during a search and rescue mission amid heavy monsoon rains. The incident sparked public outrage and raised questions about the military’s safety protocols and leadership.

As details emerged, allegations surfaced that Chae and his fellow marines were ordered to carry out the mission without proper safety equipment like life vests and were subjected to a risky and unorthodox approach of holding hands while navigating the currents.

The ROK Marine Corps’ investigation into the incident, led by Colonel Park Jung-hun, found eight individuals, including the commander of the 1st Marine Division, responsible for negligent homicide and other charges.

However, Lee allegedly intervened in the probe in his role as defense minister and attempted to exert influence over the investigation. Accusations arose that Lee pressured Park to omit any allegations of criminal negligence by the commanders implicated in the report.

As the controversy intensified, Lee tendered his resignation as defense minister in Oct. 2023. The Corruption Investigation Office for High-ranking Officials (CIO) launched an investigation into Lee’s alleged abuse of power and attempts to cover up his role in the events leading to Chae’s death.

The CIO’s decision to impose a travel ban on Lee in Jan. 2024, mere months before his appointment as ambassador to Australia, further fueled speculation about the extent of his involvement in the case and the potential implications for the Yoon government.

The ongoing investigation into Lee’s alleged misconduct has become a highly politicized issue, with the Democratic Party (DP) accusing the Yoon administration of attempting to shield Lee from accountability. The DP has pledged to pursue impeachment proceedings against the foreign and justice ministers for enabling Lee to depart to Australia on Sunday to assume his role as ambassador.
