Russian Deputy Foreign Minister Andrey Rudenko <\/span>visited Seoul<\/span><\/a> on Friday for talks with South Korean officials amid concerns over Russia\u2019s military cooperation with North Korea. Discussions with Deputy Foreign Minister Chung Byung-won focused on the Ukrainian war and bilateral relations. South Korea expressed a strong stance against Russia\u2019s increasing military ties with Pyongyang, urging \u201cresponsible behavior\u201d from Moscow, particularly regarding the rights of South Korean businesses and citizens in Russia.<\/span><\/p>\n Rudenko\u2019s visit also included <\/span>talks<\/span><\/a> with South Korea\u2019s top nuclear envoy, Kim Gunn, who emphasized the need for Russia to comply with United Nations Security Council resolutions, including ceasing all military cooperation with North Korea.<\/span><\/p>\n Why It Matters<\/b><\/p>\n Rudenko\u2019s visit to Seoul came at a time of deepening diplomatic rifts between South Korea and Russia, primarily due to their conflicting stances on North Korea and Ukraine. South Korea condemned the transfer of weapons between North Korea and Russia as a direct violation of United Nations Security Council sanctions at a council meeting <\/span>in January<\/span><\/a>. Meanwhile, <\/span>The Washington Post<\/span><\/i> reported<\/span><\/a> in December that South Korea became \u201ca larger supplier of artillery ammunition for Ukraine than all European nations combined\u201d through the U.S.<\/span><\/p>\n Further, in response to President Yoon Suk-yeol\u2019s remark where he <\/span>described<\/span><\/a> the North Korean regime as \u201can irrational group that has legalized the preemptive use of nuclear weapons,\u201d Russian foreign ministry spokesperson Maria Zakharova <\/span>said<\/span><\/a> his remarks were \u201cblatantly biased\u201d and that \u201csuch statements are designed to obscure aggressive plans as regards the DPRK.\u201d The South Korean Ministry of Foreign Affairs <\/span>summoned<\/span><\/a> Russia\u2019s ambassador to South Korea, Georgy Zinoviev, to formally protest Zakharova\u2019s comment.<\/span><\/p>\n Despite worsening diplomatic relations, South Korea\u2019s <\/span>energy trade<\/span><\/a> with Russia will likely remain unaffected. Russia\u2019s capacity to threaten to cut off energy supplies to South Korea is undermined by its <\/span>financial constraints<\/span><\/a> due to Western sanctions.<\/span><\/p>\n
