Seoul\u2019s export restrictions include heavy construction equipment, rechargeable batteries, aeronautical components and certain vehicles. Russian Foreign Ministry spokesperson Maria Zakharova described Seoul\u2019s action as \u201c<\/span><span style=\"font-weight: 400;\">an unfriendly move taken at Washington\u2019s behest.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Zakharova emphasized the potential harm this decision could inflict on South Korea\u2019s own economy and industry. She also hinted that Russia would take retaliatory measures, which may not necessarily be \u201csymmetrical.\u201d\u00a0<\/span><\/p>\n<p><b>Why It Matters<\/b><\/p>\n<p><span style=\"font-weight: 400;\">Russia could leverage the two countries\u2019 trade relations to formulate its potential retaliatory measures against South Korea. In 2022, South Korea <\/span><a href=\"https:\/\/koreapro.org\/2023\/12\/how-south-korea-balances-its-energy-trade-with-russia-amid-western-sanctions\/\"><span style=\"font-weight: 400;\">imported<\/span><\/a><span style=\"font-weight: 400;\"> record values of Russian anthracite and bituminous coal in monetary terms, and in 2023, its imports of Russian uranium significantly increased, surpassing the total volume of the previous year. Given South Korea\u2019s reliance on Russia for much of its energy needs, Russia could opt to manipulate energy exports to South Korea, either by reducing the supply or by raising prices. Such actions could have immediate and impactful consequences on South Korea\u2019s economy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Russia could also exploit South Korea\u2019s indirect involvement in the Ukraine conflict, as highlighted by The Washington Post\u2019s <\/span><a href=\"https:\/\/www.washingtonpost.com\/world\/2023\/12\/04\/ukraine-counteroffensive-us-planning-russia-war\/\"><span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> of South Korea having become \u201ca larger supplier of artillery ammunition for Ukraine than all European nations combined\u201d through the U.S. This involvement could be a pretext for Russia to engage in further cooperation with North Korea. Russia\u2019s alleged involvement in North Korea\u2019s satellite launch in November, as <\/span><a href=\"https:\/\/www.nknews.org\/2023\/11\/russia-likely-aided-north-koreas-successful-satellite-launch-rok-spy-agency\/\"><span style=\"font-weight: 400;\">suggested<\/span><\/a><span style=\"font-weight: 400;\"> by the South Korean National Intelligence Service, hints at a possible strategic partnership between Russia and North Korea.
