The operator of Japan’s Fukushima No. 1 nuclear power plant announced on Monday the completion of the first release of treated radioactive water, in line with its schedule. The water contained 1.2 trillion becquerels of tritium, within prescribed limits, according to South Korea’s Office for Government Policy Coordination. A total of 7,800 tons were released, representing 0.5% of the contaminated water stored at the site since Aug. 24.

During the 19-day release period, South Korea’s Yoon Suk-yeol administration concentrated its efforts on ensuring and promoting the safety of domestic seafood consumption. Initiatives included serving domestic seafood at the Presidential Office canteen and local government campaigns to promote radiation safety and seafood consumption.

Data indicates that most South Koreans did not significantly reduce their seafood consumption despite ongoing concerns. South Korea’s fisheries minister Park Sung-hoon stated that national seafood consumption remained stable, citing increased revenue at the government-sponsored Noryangjin fisheries market and others as evidence. A survey by the Korea Food Service Industry Research Institute showed a slight 3.4% decrease in revenue across approximately 1,000 seafood restaurants during the release period, although around 100 reported no change in revenue during the same period.

Why It Matters

The gap between a largely stable seafood market and a continued domination of concern in polls is notable, indicating a weak translation from the worried public sentiment to active suspension of consumption. A Gallup survey released on Aug. 31 showed that 75% of South Koreans are concerned about the water’s safety, and 60% are hesitant about eating seafood. Furthermore, the data suggests that the president’s disapproval ratings are also most severely influenced by the issue. NBS survey result showed similar responses.

But polls also reveal that concern levels differ according to political affiliations: 46% of ruling conservative party supporters are concerned, while 98% of Democratic Party supporters expressed similar sentiments. The Democratic Party has been vocal in criticizing both Japan and South Korea’s handling of the water release. Party leader Lee Jae-myung, on his 13th day of a hunger strike on Tuesday, stated three conditions for ending his protest — one of these being for Yoon to officially oppose Japan’s water release and consider taking the issue to the International Maritime Court.

The second round of water releases is slated for sometime next month, which may overlap with South Korea’s high-consumption period during the Chuseok and National Foundation holidays from Sept. 28 to Oct. 3. However, trends and surveys thus far indicate that this holiday period release is unlikely to dramatically impact seafood consumption, and Fukushima-related concerns or anti-Japan sentiments are expected to remain at current levels within respective constituencies.
