Main opposition Democratic Party leader Lee Jae-myung announced through a spokesperson that he would appear before prosecutors for questioning on Aug. 17 over allegations related to a land development project in Seongnam during his tenure as mayor. This would mark Lee’s fourth appearance before the prosecution, as he previously faced questioning over bribery and corruption charges.

The investigation focuses on claims that the Seongnam municipal government may have provided preferential treatment to a private developer, Seongnam R&D PFV. Between 2015 and 2016, this company developed an apartment complex on the previous site of the Korea Food Research Institute in the district. Prosecutors believe the company profited significantly following the city’s decision to relax regulations on allocating certain apartment units for rental homes. They also suspect that Lee played a pivotal role in changing the city’s zoning regulations to benefit the private developer.

Why It Matters

While the upcoming round of questioning will mark the fourth time prosecutors have summoned Lee Jae-myung over allegations tied to his tenure as mayor of Seongnam, it will be the first to occur after his announcement in June to relinquish his parliamentary immunity. By making such a move, Lee underscored his commitment to confront prosecutors’ accusations head-on and distance himself from the protective shield that parliamentary immunity traditionally offers against legal proceedings, which critics have frequently lambasted as Lee’s “bulletproof vest.”

Lee’s decision to forgo immunity amid various persistent allegations against him will likely fuel further speculation about his possible resignation from his role as party leader. The Democratic Party has continued to refute such speculation. Regardless of the results of this round of questioning, anti-Lee Jae-myung factions within the Democratic Party will likely intensify calls for new leadership as Lee comes under pressure for remarks made by Kim Eun-kyung, the head of the party’s Innovation Committee, whose recent comments about senior citizens touched off a political storm.
