A total of 37 people have died, and nine are missing, as of 6:30 p.m. on July 16, due to the extensive rainfall that began throughout South Korea on July 9, according to the Central Disaster and Safety Countermeasure Headquarters (CDSC). The death toll is anticipated to increase as search and rescue operations continue. The deluge has prompted the evacuation of 7,866 people from 90 cities and counties in 13 provinces, with 6,182 individuals still unable to return home.

The persistent rain has also caused substantial agricultural damage. About 77 square miles of farmland have been flooded, and more than 561,000 livestock animals were killed, according to the agriculture ministry. The heavy rains have also led to the closure of 216 roads and the suspension of all regular train services.

The Korea Meteorological Administration (KMA) predicts that 100 to 250 mm of rain will fall in Chungcheong, Jeolla, Gyeongsang, and Jeju provinces until Tuesday, July 18. Some of those regions might see as much as 300 mm of rain or more. The KMA predicts about 20 to 60 mm of rain for Seoul, Incheon and parts of Gyeonggi and Gangwon provinces.

Why It Matters

This is the second major flood event to occur during Yoon Suk-yeol’s administration, following the first incident in Aug. 2022. That disaster led to extensive damage, impacting thousands of real estate properties and causing at least 10 fatalities. In light of this, the Yoon administration will likely face increased scrutiny for the country’s lack of adequate flood preparations. Last year, Yoon faced criticism for managing the disaster from his personal residence instead of being on-site. At the time of this year’s flood, Yoon was attending the NATO summit in Europe and conducting state visits to Poland and Ukraine. Yoon said last year that he bears “unlimited liability for public safety.”

The rainfall’s devastating impact on agricultural land and livestock carries substantial economic implications. The extensive damage to farmland and the notable loss of livestock are expected to inflate produce prices, potentially contributing to a rise in the consumer price index. This development could place further economic pressure on households.

Moreover, the reported fatalities, missing persons, and mass evacuations underscore the human toll of the disaster. As search and rescue operations continue and the death toll potentially rises, the government’s response will be closely watched by the public and the international community.
