A <\/span>comprehensive audit report<\/span><\/a> by the South Korean presidential office has revealed alarming corruption among non-profit, non-governmental organizations (NGOs) receiving state subsidies. The government conducted audits of over 12,000 NGOs that received state subsidies in the last three years and uncovered 1,865 cases of corruption and irregularities in projects worth more than $840 million (1.1 trillion won). The confirmed misused funds amounted to $24 million (31.4 billion won). Since organizations that received grants of less than $23,000 (30 million won) were excluded from the audit, the number of cases of funding misappropriation will likely increase.\u00a0<\/span><\/p>\n

The government plans to recoup the misused funds and prevent future misconduct in response to these findings. Authorities plan to refer 86 cases with \u201csevere\u201d misconduct levels to judicial authorities for potential criminal charges. Additionally, measures will be implemented to enhance transparency in grant allocations and management, including registering all organizations receiving government subsidies in an <\/span>online national subsidy management system<\/span><\/a>.<\/span><\/p>\n

The South Korean government has also announced plans to review the budget for private organization subsidies thoroughly. This initiative will include significant cuts in these subsidies, with next year\u2019s allocation slated to be over $382 million (500 billion won) less than this year\u2019s. The decision was precipitated by the findings from the presidential office, which highlighted that under the previous Moon Jae-in administration, state subsidies for private organizations had reached about $1.5 billion (2 trillion won).<\/span><\/p>\n

The comprehensive audit revealing corruption and misappropriation in South Korean NGOs carries international implications, given the number of these NGOs collaborating with foreign nationals, as reported by the <\/span>Korea International Cooperation Agency<\/span><\/a> (KOICA). The alleged misappropriation of government funds, involving over $24 million, has the potential to shake global confidence in South Korean NGOs, which could affect future funding, partnerships and collaborations. Such organizations hold pivotal roles in numerous sectors, delivering critical services to foreign nationals in and out of South Korea.<\/span><\/p>\n

It is also worth noting that <\/span>approximately 70%<\/span><\/a> of the 104 NGOs that received subsidies for more than four years during the previous Moon Jae-in administration were no longer included in this year\u2019s funding list. The current Yoon administration\u2019s funding scheme shows a shift in focus, with a significant influx of new beneficiaries mainly engaged in security initiatives and North Korean human rights-related endeavors, contrasting with the previous administration\u2019s focus on eco-friendly and inter-Korean exchange initiatives. As a result, some progressive observers <\/span>see<\/span><\/a> the government\u2019s audit of NGOs as an extension of its clampdown against progressive-affiliated groups.<\/span><\/p>\n
