South Korean President Yoon Suk-yeol took office one year ago today, and the administration has had both successes and failures in that time.<\/span><\/p>\n

Key areas of focus include foreign policy, fostering economic growth, promoting freedom and human rights, enhancing South Korea\u2019s international leadership and addressing societal divisions and conflict.\u00a0<\/span><\/p>\n

While his foreign policy has largely aligned with his campaign promises \u2014 namely to mend ties with the U.S. and Japan \u2014 his success in implementing his economic policies and vision has been less apparent.<\/span><\/p>\n

FOREIGN POLICY<\/b><\/p>\n

In his <\/span>inaugural address<\/span><\/a>, Yoon vowed to steer South Korea away from what he termed \u201canti-intellectualism,\u201d a pointed critique of his predecessor, Moon Jae-in, whom he has often characterized as an ideologue.\u00a0<\/span><\/p>\n

Yoon has also frequently accused Moon of pursuing a \u201c<\/span>fake peace<\/span><\/a>\u201d with North Korea. While the efficacy of the 2018-19 period of engagement with the DPRK remains a matter of debate, inter-Korean relations haven\u2019t progressed an inch since Yoon took office.\u00a0<\/span><\/p>\n

North Korea spurned what Seoul calls an \u201c<\/span>audacious<\/span><\/a>\u201d initiative to coax Pyongyang back to denuclearization talks with economic incentives, flatly rejecting such a scheme because the <\/span>ruling Kim family<\/span><\/a> \u201chates Yoon Suk-yeol as a human.\u201d<\/span><\/p>\n

His diplomatic efforts with Washington and Tokyo have been more fruitful, though lacking significant domestic backing.<\/span><\/p>\n

Upon assuming office, Yoon underscored shared values and freedom, advocating for South Korea to take a more prominent role in promoting global freedom and human rights.<\/span><\/p>\n

U.S.-South Korea relations faced challenges during the Trump and Moon administrations, but Yoon and U.S. President Joe Biden have worked to remedy those frayed relations.\u00a0<\/span><\/p>\n

Although disagreements persist over the <\/span>Inflation Reduction Act<\/span><\/a> (IRA) and the <\/span>U.S. CHIPS and Science Act<\/span><\/a>, the alliance has strengthened through Seoul\u2019s participation in the U.S.-led <\/span>Indo-Pacific Economic Framework for Prosperity<\/span><\/a> (IPEF) and Washington\u2019s commitment to enhancing its <\/span>extended deterrence<\/span><\/a> for South Korea.<\/span><\/p>\n

Yoon\u2019s outreach to Tokyo has also yielded improvements in relations between South Korea and Japan, which were at a nadir in recent years. The resumption of <\/span>shuttle<\/span><\/a> diplomacy<\/span><\/a> between the two countries is expected to <\/span>revitalize<\/span><\/a> trade<\/span><\/a> and enhance cooperation on <\/span>supply chain<\/span><\/a> and <\/span>joint security<\/span><\/a> issues.<\/span><\/p>\n

However, Yoon\u2019s emphasis on values-based diplomacy has put South Korea at odds with its largest trade partner, China, as well as Russia. His <\/span>suggestion<\/span><\/a> that Seoul could provide more than humanitarian assistance to Ukraine drew Moscow\u2019s ire, while his comparison of Taiwan to North Korea and his assertion that peace in the Taiwan Strait is a global issue elicited strong reactions from Beijing.<\/span><\/p>\n

ECONOMIC POLICY<\/b><\/p>\n

A year ago, Yoon asserted that addressing social division and conflict requires \u201crapid and sustainable growth.\u201d He also <\/span>critiqued<\/span><\/a> his predecessor Moon Jae-in\u2019s <\/span>state-led economic growth policy<\/span><\/a>, advocating for a private sector-driven \u201cfair and innovative\u201d economy.<\/span><\/p>\n

However, South Korea’s sluggish economy has hindered Yoon\u2019s pursuit of small government policies. The world continues to grapple with supply chain disruptions caused by the COVID-19 pandemic and Russia\u2019s invasion of Ukraine. Moreover, since Beijing lifted its strict zero-COVID policy, China\u2019s <\/span>economic growth<\/span><\/a> has been led by consumer spending, while external demand remains constrained by inventory buildup.<\/span><\/p>\n

Consequently, the International Monetary Fund (IMF) has <\/span>reduced<\/span><\/a> South Korea\u2019s 2023 growth outlook to 1.5%.<\/span><\/p>\n

Yoon <\/span>identified<\/span><\/a> exports as the key to resolving the nation\u2019s economic woes, but trade deficits have <\/span>persisted<\/span><\/a> over the past year. With no clear resolution in sight, semiconductor exports continue to <\/span>decline<\/span><\/a> while imports, primarily driven by soaring energy prices, <\/span>outpace<\/span><\/a> exports.<\/span><\/p>\n

Two export policies championed by Yoon \u2014 nuclear and weapons exports \u2014 also face hurdles. Yoon <\/span>aimed<\/span><\/a> to export no less than 10 nuclear power plants by 2030, but a lawsuit filed by U.S. nuclear energy company Westinghouse has stalled these plans.<\/span><\/p>\n

In Oct. 2022, Westinghouse <\/span>sued<\/span><\/a> Korea Hydro & Nuclear Power (KHNP) and Korea Electric Power Corporation (KEPCO), alleging that the APR-1400 reactors they intended to export to Poland contained proprietary designs.\u00a0<\/span><\/p>\n

According to the lawsuit, the U.S. firm contends that neither KHNP nor KEPCO could transfer the reactors to Poland without approval from Westinghouse or the U.S. Department of Energy.<\/span><\/p>\n

In last month\u2019s <\/span>joint statement<\/span><\/a> with President Biden, the U.S. and South Korea reiterated their commitment to global civil nuclear cooperation in line with the International Atomic Energy Agency (IAEA) Additional Protocol, while \u201cmutually respecting each other’s export control regulations and intellectual property rights.\u201d<\/span><\/p>\n

And although South Korea\u2019s burgeoning arms industry has garnered attention with successful exports to countries like <\/span>Poland<\/span><\/a> and <\/span>Malaysia<\/span><\/a>, such large-scale weapons deals likely won\u2019t be commonplace.<\/span><\/p>\n

Norway\u2019s<\/span><\/a> choice to procure German Leopard 2A7 main battle tanks and <\/span>Romania\u2019s<\/span><\/a> decision to purchase U.S. Abrams tanks instead of South Korea\u2019s K2 Black Panthers serve as a reminder that South Korean defense firms may struggle to expand their European presence beyond Poland.<\/span><\/p>\n

DOMESTIC POLICY<\/b>
\n<\/span>
\n<\/span>Domestically, President Yoon Suk-yeol appears resolute in addressing the country\u2019s labor unions.<\/span><\/p>\n

Often characterizing labor unions as \u201cvested interests,\u201d Yoon emphasized in his <\/span>New Year\u2019s address<\/span><\/a> that \u201cthere is no future for a country that is preoccupied with vested interests and rent-seeking.\u201d<\/span><\/p>\n

Describing unions as \u201cwell-paid, yet demanding,\u201d he added that, \u201cThose with vested interests are tenacious in their obsessions and compromising with them seems easy and convenient.\u201d<\/span><\/p>\n

Yoon made it clear that he would continue to adopt a mostly <\/span>uncompromising<\/span><\/a> stance in response to their demands and industrial actions.<\/span><\/p>\n

In December, the government declined to extend a minimum pay system for truckers and issued an <\/span>unprecedented return-to-work order<\/span><\/a>, accompanied by stringent penalties for noncompliance. A few months later, the Korea Confederation of Trade Unions (KCTU), the more militant of the country’s two leading umbrella labor union groups, found itself targeted by a law-enforcement campaign initiated in January to <\/span>investigate<\/span><\/a> potential violations of the country’s National Security Law.<\/span><\/p>\n

Yoon has frequently encountered opposition from the Democratic Party (DP), which controls the National Assembly. As prosecutors <\/span>investigate<\/span><\/a> DP leader Lee Jae-myung for alleged corruption during his tenure as mayor of Seongnam and governor of Gyeonggi Province, the DP has resisted Yoon\u2019s initiatives at nearly every turn.<\/span><\/p>\n

From the <\/span>contentious budget bill<\/span><\/a> and corporate <\/span>tax cuts<\/span><\/a> to <\/span>arming Ukraine<\/span><\/a> and <\/span>unilateral legislation<\/span><\/a>, the DP\u2019s majority control of the National Assembly has consistently posed challenges for Yoon. Partisan disputes are expected to persist as the DP and the ruling People Power Party (PPP) prepare for next year\u2019s parliamentary elections.<\/span><\/p>\n

FOUR MORE YEARS<\/b><\/p>\n

As President Yoon Suk-yeol completes his first year in office with an approval rating in the <\/span>low 30s<\/span><\/a>, the evaluation of his tenure presents a varied picture.<\/span><\/p>\n

His foreign policy efforts have yielded improvements in relations with the U.S. and Japan, although tensions remain with Russia and China. Economically, South Korea faces a sluggish growth outlook and challenges in key export industries.<\/span><\/p>\n

Domestically, Yoon\u2019s firm stance on labor unions and ongoing political tensions with the opposition Democratic Party demonstrates the complexity of the issues he must navigate.\u00a0<\/span><\/p>\n

As Yoon enters the second year of his five-year term in office, it remains to be seen how these challenges will shape the direction of his administration and South Korea\u2019s future on the global stage.<\/span><\/p>\n
