South Korea’s presidential office announced on Monday that it had successfully overseen the evacuation of 28 South Korean citizens and an unspecified number of Japanese nationals from Sudan. Codenamed Operation Promise, the evacuation followed the sudden escalation of conflict between the Sudanese army and a paramilitary group. The evacuees were transported to Jeddah, Saudi Arabia, on a military aircraft before boarding a larger military plane to fly directly to Seoul.

Upon arrival in Korea, the government plans to provide necessary accommodations, such as health status checks. The evacuation effort included all South Koreans who wished to leave Sudan, with only one known citizen choosing to remain behind. South Korea had previously stated that it had forward-deployed military air and naval assets near Sudan to respond as needed.

Why It Matters

The success of Operation Promise highlights the strong diplomatic relations between Seoul and Abu Dhabi. A presidential official acknowledged the United Arab Emirates’ (UAE) role in assisting South Korean citizens in reaching safety. The official stated, “If it had not been for the UAE with its information networks, it would not have been easy to rescue them [South Korean citizens] by land.”

A presidential office spokesperson said the UAE shared its intelligence with South Korea and that the UAE approached South Korea to propose a joint evacuation plan.

Over the years, South Korea has cultivated close ties with the UAE. Seoul has sold billions of dollars worth of weapons to the UAE and contributed to the construction of the Barakah nuclear power facility, which commenced operations in 2021. Additionally, a South Korean army unit has been stationed in the UAE since 2011 at Abu Dhabi’s request. President Yoon Suk-yeol often refers to the UAE as a “brother nation.” The successful completion of Operation Promise is likely to further strengthen the relationship between South Korea and the UAE.
