South Korean President Yoon Suk-yeol said in an interview with Reuters ahead of his state visit to the U.S. next week that South Korea might provide military aid to Ukraine if “it comes under a large-scale civilian attack.” It marks the first time that Seoul has suggested a willingness to provide direct military aid to Ukraine. South Korea has only provided humanitarian assistance thus far.

“If there is a situation the international community cannot condone, such as any large-scale attack on civilians, massacre or serious violation of the laws of war, it might be difficult for us to insist only on humanitarian or financial support,” Yoon said.

Why It Matters

Although South Korea has only provided humanitarian aid in direct assistance to Ukraine, it has already provided military aid indirectly. Seoul agreed to “lend” the U.S. 500,000 rounds of 155 millimeters artillery shells that Washington could use to supply Ukraine. Seoul also approved export licenses last year for Poland to provide Ukraine with Krab howitzers, which are built with South Korean components.

Yoon did not elaborate on the caveat he provided — large-scale civilian attack — especially as Ukraine has come under civilian attack throughout the war. He also did not provide any firm commitments regarding the timeline or the kinds of weapons or munitions he intends to provide. Yoon said during the interview, “However, considering our relationship with the parties engaged in the war and developments in the battlefield, we will take the most appropriate measures.”

However, as he is meeting with Biden in a week, there is a good chance that Washington will press Yoon for firm commitments.

Domestic opposition has been swift. Park Yong-jin, a Democratic Party (DP) lawmaker wrote on social media that providing military aid to Ukraine is a hasty choice that will lead to national disaster.

“I had suggested before that we should expel all black-haired foreigners from the Yongsan Presidential Office,” Park added. “The President must stop behaving like such a black-haired foreigner who prioritizes the national interest of the United States over those of the Republic of Korea.”

“Black-haired foreigner” is a slur that refers to treasonous Koreans who act in the interest of foreigners. Former DP spokesperson Lee Hae-sik previously used the slur in 2019 against a Korean reporter who worked for a foreign news company for writing an article titled, “South Korea’s Moon Becomes Kim Jong Un’s Top Spokesman at UN.”
