The bill requires the South Korean government to purchase surplus rice from the market if rice production exceeds consumers\u2019 demand by 3 to 5% or if rice prices fall by 5 to 8% compared to the previous year. Yoon will likely veto the bill on Tuesday, marking the first time he will exercise his veto power since assuming office last year.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yoon <\/span><a href=\"https:\/\/world.kbs.co.kr\/service\/news_view.htm?Seq_Code=176731\"><span style=\"font-weight: 400;\">called<\/span><\/a><span style=\"font-weight: 400;\"> on the government to collect ruling party members\u2019 opinions on the bill a week ago. Prime Minister <\/span><a href=\"https:\/\/en.yna.co.kr\/view\/AEN20230329007300315\"><span style=\"font-weight: 400;\">Han Duck-soo<\/span><\/a><span style=\"font-weight: 400;\"> and Agriculture minister <\/span><a href=\"https:\/\/www.yna.co.kr\/view\/AKR20230220081851003?section=search\"><span style=\"font-weight: 400;\">Chung Hwang-keun<\/span><\/a><span style=\"font-weight: 400;\"> have voiced their opposition to the bill, and Yoon <\/span><a href=\"https:\/\/www.seoul.co.kr\/news\/newsView.php?id=20230219500066\"><span style=\"font-weight: 400;\">described<\/span><\/a><span style=\"font-weight: 400;\"> the bill as akin to \u201cpouring tax money into a bottomless jar.\u201d Two-thirds of the National Assembly must approve the bill to overcome a presidential veto, thus making it unlikely this bill will pass.<\/span><\/p>\n<p><b>Why It Matters<\/b><\/p>\n<p><span style=\"font-weight: 400;\">South Koreans\u2019 rice consumption has been on a steady <\/span><a href=\"https:\/\/en.yna.co.kr\/view\/AEN20230127003451320?section=search\"><span style=\"font-weight: 400;\">decline<\/span><\/a><span style=\"font-weight: 400;\"> since 1980 and hit an all-time low in 2022 due to changes in diet and eating habits and a declining population. South Koreans consume less rice today than at any point since the government began compiling related data in 1962. Main opposition Democratic Party (DP) lawmakers have argued that the bill is needed to stabilize prices and provide a minimum safety net to farmers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Rice has long been a sensitive topic in South Korean politics, as the ruling and opposition parties have significant rice-producing constituencies. Some farmers and DP lawmakers shaved their heads \u2014 a popular act of protest in the ROK \u2014 to urge Yoon to sign the bill into law.
