Kim Sung-han <\/span>abruptly resigned<\/span><\/a> from his post as South Korean national security adviser on March 29. The surprise move comes just weeks before President Yoon Suk-yeol\u2019s <\/span>state visit to the U.S.<\/span><\/a> and speaks to the importance that Yoon has placed on the event.\u00a0<\/span><\/p>\n

But it could signal a temperamental leadership style in the presidential office, which could eventually spill over into Seoul\u2019s relationships with its most important partners.<\/span><\/p>\n

When announcing his resignation, Kim said he succeeded in helping Yoon improve South Korea\u2019s ties with the U.S. and Japan and would return to his previous job at Korea University.<\/span><\/p>\n

Prior to being Yoon\u2019s national security adviser, Kim served as a <\/span>vice foreign minister<\/span><\/a> during the Lee Myung-bak administration from 2008 to 2013 and later became a <\/span>professor<\/span><\/a> at Korea University\u2019s Graduate School of International Studies. However, his relationship with Yoon goes back 50 years, as they attended elementary school together.<\/span><\/p>\n

However, Kim said during his announcement that he does not wish for the \u201ccontroversy caused by me\u201d to bring additional burden to the country\u2019s diplomatic work or administration of state affairs. Neither Kim nor the presidential office elaborated on what those controversies were.<\/span><\/p>\n

K-CONTROVERSY?<\/b><\/p>\n

According to <\/span>local media outlets<\/span><\/a>, problems arose behind the scenes due to Kim\u2019s failure to communicate properly while planning the upcoming state visit.<\/span><\/p>\n

The U.S. allegedly proposed a musical performance by BTS, a Korean pop music group, and later requested a joint performance by another K-pop group, Blackpink, with Lady Gaga.\u00a0<\/span><\/p>\n

The South Korean Embassy in Washington allegedly <\/span>reported<\/span><\/a> the U.S. proposal for the joint event in five separate messages to Seoul. But the embassy did not receive any response because Kim reportedly did not relay the message to the foreign ministry or the presidential office.<\/span><\/p>\n

Yoon apparently learned of this communication breakdown later. The presidential secretary for protocol Kim Il-bum <\/span>resigned<\/span><\/a> the next day, and the presidential foreign affairs secretary Lee Moon-hee was also replaced two weeks later.<\/span><\/p>\n

As for Kim, the presidential office <\/span>denied<\/span><\/a> news reports that it considered replacing him until just hours before he announced his resignation.<\/span><\/p>\n

LOSS OF TRUST<\/b><\/p>\n

While a failure to relay messages about a requested musical performance might not seem crucial enough to warrant a national security adviser\u2019s resignation less than a month before a highly publicized and anticipated state visit, Yoon may see this episode as emblematic of more serious problems.<\/span><\/p>\n

Thus far, the president\u2019s most significant foreign policy achievement has been his <\/span>bilateral meeting<\/span><\/a> with Japanese Prime Minister Fumio Kishida and resetting ROK-Japan relations. Yoon has sought to improve South Korea\u2019s ties with Japan from the beginning of his presidency, but he has risked much to do so.<\/span><\/p>\n

To improve ties with Japan, Yoon decided to compensate Korean victims of Japanese forced labor programs during World War II through <\/span>donations from South Korean companies<\/span><\/a> instead of insisting that Japanese corporations bear this responsibility and formally apologize to the victims. Yoon\u2019s <\/span>approval numbers have fallen<\/span><\/a> since he visited Tokyo earlier this month.<\/span><\/p>\n

Yoon knew his decision was unpopular, but he said he made the call so that Seoul could pursue a <\/span>future-oriented relationship<\/span><\/a> with Tokyo. And Yoon has <\/span>argued<\/span><\/a> that cooperation with the U.S. and Japan is the key to overcoming North Korea\u2019s nuclear threats.<\/span><\/p>\n

Now, the South Korean president needs his summit with Joe Biden to go off without a hitch to show South Korean voters that he made the right decision with Japan. Revelations about Kim Sung-han’s reported failure to keep him abreast of the latest developments likely led to a loss of trust in his old friend.<\/span><\/p>\n

ALLIED CONCERNS<\/b><\/p>\n

In the meantime, South Korean officials must assure allies and partners worldwide that the presidential office continues to operate smoothly.\u00a0<\/span><\/p>\n

Shortly after Kim announced his resignation, Yoon Suk-yeol <\/span>appointed<\/span><\/a> Cho Tae-yong as the new national security adviser. Cho was, until recently, <\/span>South Korea\u2019s ambassador to the U.S.<\/span><\/a> He was, coincidently or not, present in the ROK when Yoon made his appointment public.<\/span><\/p>\n

Cho was a first-term <\/span>lawmaker<\/span><\/a> for the ruling People Power Party (PPP) before Yoon tapped him for U.S. ambassador. He is a career diplomat with nearly three decades of experience. Considering his background, he would have been a strong candidate to become South Korea\u2019s next foreign minister if the current foreign minister, Park Jin, decided to leave his post.<\/span><\/p>\n

More importantly, however, Kim Sung-han\u2019s sudden departure reveals a pattern in President Yoon Suk-yeol\u2019s leadership style. The first significant change among his staff occurred when he sacked <\/span>Na Kyung-won<\/span><\/a>, the presidential committee chief on demographics.<\/span><\/p>\n

A major rift developed between Na and Yoon after she <\/span>suggested<\/span><\/a> that the ROK adopt a particular solution to its aging population problem without clearing it with Yoon first. He chose to fire her when she offered to resign.\u00a0<\/span><\/p>\n

Na was also a frontrunner to be the PPP\u2019s next leader at the time, but Yoon <\/span>threw his weight<\/span><\/a> behind competitor Kim Gi-hyeon, who ended up becoming PPP chief.<\/span><\/p>\n

Na Kyung-won and Kim Sung-han\u2019s departure occurred not long after they apparently lost Yoon\u2019s trust. And especially because Kim\u2019s termination comes just weeks before a crucial bilateral leadership summit, Yoon\u2019s temperament may be beginning to show.\u00a0<\/span><\/p>\n

That might not be an entirely good look for South Korea\u2019s diplomatic efforts in Washington.<\/span><\/p>\n
