In the early hours of Jan. 20, just before 6:30 a.m., a blaze of unknown origin broke out in Guryong Village, one of Seoul\u2019s last remaining shanty villages. It took 900 firefighters to extinguish the fire, but it consumed at least 60 of the villagers\u2019 dwellings before they did.<\/span><\/p>\n

The fire originated on the periphery of Seoul\u2019s most expensive neighborhood, Gangnam. Although apartment prices in all Gangnam neighborhoods <\/span>declined slightly due to rate hikes<\/span><\/a> last fall, prices are still out of reach for many. This month, the rent for an officetel <\/span>\u2014 <\/span>a building used for commercial and residential purposes <\/span>\u2014<\/span> went on the market<\/span><\/a> for $366 (450,000 KRW) per week.<\/span><\/p>\n

The contrast between Gangnam and Guryong Village could not be starker. While Gangnam points to an aspirational future of capitalist consumption and economic power, living conditions in Guryong mimic those of urban slums found across less developed countries.<\/span><\/p>\n

Guryong thus stands as something of an anachronism in contemporary South Korea, a remnant of the country\u2019s much poorer past and a byproduct of ill-conceived urban planning. The fire that broke out on Friday, far from the first disaster to devastate the shantytown, shone a bright light on repeated failures to redevelop the area to prevent such accidents \u2014 and on the poorest of the poor left out of the country\u2019s economic Cinderella story.<\/span><\/p>\n

HISTORY OF GURYONG<\/b><\/p>\n

Under Park Chung-hee\u2019s dictatorship, South Korea experienced rapid industrialization due to state-sponsored export strategies. Between 1963 and 1975, real GDP rose <\/span>over 10% annually<\/span><\/a>. However, the state\u2019s prioritization of the urban, industrial economy resulted in the relative decline of rural areas. The government\u2019s industrialization policy <\/span>prompted a wave of migration<\/span><\/a>, with thousands moving from agricultural-based villages to Seoul and other large cities.<\/span><\/p>\n

By the end of 1974, Seoul and Busan alone were <\/span>home to two-thirds of Korea\u2019s non-agricultural labor force<\/span><\/a>. However, the cities lacked sufficient housing to accommodate the burgeoning population of newcomers.<\/span><\/p>\n

In the 1960s and 1970s, up to 30% of the population lived in unlicensed housing, illegal shanties, and squatter settlements. At the local and national levels, <\/span>authorities sought to eradicate such settlements, albeit without much success<\/span><\/a>. From the state\u2019s perspective, the urban poor posed a severe threat to preserving social order and initiatives related to disease control, sanitation and hygiene infrastructure. The state mobilized resources to remove the inhabitants, but this only scattered them to other city districts.<\/span><\/p>\n

Guryong sprung up in the 1980s as Seoul prepared to host two major sporting events <\/span>\u2014 the 1986 Asian Games and the 1988 Summer Olympics<\/span>. It was a chance for South Korea to demonstrate to the world that it had modernized its economy.<\/span><\/p>\n

To convince both sporting officials that the ROK was the most deserving candidate, state and local government officials had to demonstrate that all host and venue cities were safe and possessed a level of cosmetic attractiveness. Accordingly, they proceeded to raze illegal squatter settlements, and those who inhabited them were forced to the hilly slopes of Seoul\u2019s surrounding mountains, such as Guryong.\u00a0<\/span><\/p>\n

BATTLING THE ELEMENTS<\/b><\/p>\n

Over 500 residents were forced to evacuate Guryong as firefighters battled to put out last week\u2019s flames, but this is not the first time that the shanty town has faced threats to its existence. With most of its dwellings made with makeshift materials from cardboard and wood to vinyl and metal scraps, its inhabitants are particularly vulnerable to climate conditions and natural disasters.<\/span><\/p>\n

In 2011, when Seoul witnessed summertime flooding along the Han River, many <\/span>residents were left without shelter<\/span><\/a> when floodwaters washed away their homes. The summer months are difficult due to high humidity and a lack of cooling shelters. When temperatures drop to freezing during the winter seasons, residents of the village depend primarily on charcoal briquettes for warmth.\u00a0<\/span><\/p>\n

The use of charcoal briquettes is not without risk. Since burnt coals and ash can remain hot for many days, they can readily catch fire if not disposed of properly, especially in dry, poorly ventilated spaces.\u00a0 Although the cause of the recent fire has yet to be identified, fires have <\/span>frequently occurred<\/span><\/a> in Guryong.<\/span><\/p>\n

CONFLICTS STALL REDEVELOPMENT<\/b><\/p>\n

A fire like the most recent one previously engulfed Guryong on Jan. 27, 2012, scorching some dwellings. Despite lacking evidence, a representative of the villages\u2019 Resident Council <\/span>speculated<\/span><\/a> that arson could have been responsible, as disputes over relocation had stalled the government\u2019s plan to redevelop Guryong.<\/span><\/p>\n

In April 2011, during Mayor Oh Se-hoon\u2019s first term, the Seoul Metropolitan Government announced it would give construction permits in Guryong to Seoul Housing & Communities Corporation (SH Corporation), a public supplier of stable rental housing, to develop a self-sufficient community <\/span>with public and private facilities including schools, government offices and R&D hubs<\/span><\/a>. The mayor planned to have <\/span>2,800 houses built and rented out to residents<\/span><\/a> of the existing shanty town.<\/span><\/p>\n

His plan never had the chance to come to fruition. When Park Won-soon took office in Oct. 2011, the city\u2019s planning commission scrapped Oh\u2019s plan and revised it to a mixed one, with <\/span>cost reduction<\/span><\/a> being the primary consideration. Since at least 90% of the land in Guryong is privately owned, Oh\u2019s plan would have seen roughly $350 million (430 billion KRW) <\/span>spent on acquisition alone<\/span><\/a>.<\/span><\/p>\n

Nevertheless, conflict ensued between the mayor\u2019s office and representatives of Gangnam district, with the parties unable to agree on how to compensate the residents of Guryong. On the one hand, the city <\/span>proposed<\/span><\/a> that rather than offer cash compensation, the land should be parceled to residents, even if they had no legal claims. On the other hand, district chief Shin Yeon-hee <\/span>argued<\/span><\/a> that SH Corporation should hold the entirety of the land to prevent individual profiteering.<\/span><\/p>\n

Park eventually ceded to the districts\u2019 desired plan. Yet the feud between the two sides over Guryong and other redevelopment projects was such that Gangnam raised demands in 2015 <\/span>for autonomous status<\/span><\/a>. A complaint was filed with prosecutors, <\/span>accusing the mayor of ordering illegal surveillance of district officials<\/span><\/a>.<\/span><\/p>\n

Fast forward to Nov. 2017 and the city\u2019s planning committee finally <\/span>endorsed<\/span><\/a> a new plan to designate Guryong as an urban redevelopment zone with 2,692 apartments that were to have been built by 2020. This redevelopment plan has yet to be carried out due to unresolved questions involving the settlement rights of Guryong\u2019s current inhabitants and the property rights of the private landowners.<\/span><\/p>\n

Most residents in Guryong are elderly and without family. The longer redevelopment drags on and with more of the village erased by flames, the fewer residents there are to compensate. Perhaps redevelopment will come to Guryong, but only time will tell when.\u00a0\u00a0<\/span><\/p>\n
