South Korea\u2019s two main political parties <\/span>agreed<\/span><\/a> to launch a special parliamentary investigation into the <\/span>Itaewon tragedy<\/span><\/a>, the crowd crush in central Seoul that claimed at least 158 people on Halloween weekend.<\/span><\/p>\n

The <\/span>agreement<\/span><\/a> is vital to the Yoon administration because the investigation, which will include public hearings and agencies\u2019 presentations, will only occur after the two major parties approve the national budget for fiscal year 2023.<\/span><\/p>\n

The national budget means a great deal to the ruling People Power Party (PPP) because President Yoon Suk-yeol still has not been able to get his proposed spending through the National Assembly. He <\/span>outlined<\/span><\/a> the details of a $443 billion (639 trillion KRW) budget proposal in his first parliamentary budget speech in October. But Democratic Party (DP) lawmakers, who have majority control of the legislature, signaled their opposition to the budget by <\/span>boycotting the speech<\/span><\/a> after prosecutors raided their party headquarters, thus signaling their intention not to pass his budget bill.<\/span><\/p>\n

The two parties reached a compromise. The PPP consented to the special parliamentary investigation into the crowd crush despite initial opposition because it requires the DP\u2019s cooperation to pass the budget bill.\u00a0<\/span><\/p>\n

On the other hand, the DP agreed to approve the budget bill because it sees the parliamentary investigation as an opportunity to seize the narrative and attack the actual or alleged failings of the government and its officials over the Itaewon tragedy.<\/span><\/p>\n

A SHAKY COMPROMISE<\/b><\/p>\n

Yoon hopes to put the budget into motion quickly and that it will help turn the ROK economy around. Data from Statistics Korea on Wednesday showed that South Korea\u2019s economy saw <\/span>the biggest decline<\/span><\/a> since the beginning of the COVID-19 pandemic in 2020. Amid these uncertainties plaguing the ROK economy, the industrial output has been falling for four consecutive months.<\/span><\/p>\n

The Bank of Korea (BOK) also <\/span>implied<\/span><\/a> the economy is entering a brief period of stagflation. The central bank has revised South Korea\u2019s growth estimate to 1.7%, sharply down from the 2.1% it projected in August. At the same time, the economy continues to be rocked by <\/span>dwindling<\/span><\/a> chip exports and ongoing labor strikes by <\/span>various<\/span><\/a> groups<\/span><\/a>.<\/span><\/p>\n

However, South Korea\u2019s <\/span>deepening political polarization<\/span><\/a> and <\/span>early evidence<\/span><\/a> of bitter political fights and mud-slinging indicate that the budget bill\u2019s approval is not a sure thing, as the special parliamentary investigation could turn into an ugly political battle.<\/span><\/p>\n

Public hearings will <\/span>take place<\/span><\/a> in late December, during which time the DP will likely pass a motion requesting Yoon <\/span>dismiss<\/span><\/a> interior minister Lee Sang-min, whom they hold responsible for the bungled emergency response to the Itaewon tragedy on Dec. 2. And if Yoon refuses to dismiss Lee, then the DP will seek to have Lee impeached.<\/span><\/p>\n

If the DP does so, it will be a deal yet another blow to President Yoon Suk-yeol and could potentially lead to a further impasse between the presidential office and the National Assembly. The DP previously passed a motion in September to <\/span>dismiss<\/span><\/a> foreign minister Park Jin after the president made <\/span>a series of gaffes<\/span><\/a> while on an overseas trip, but Yoon has ignored the opposition party\u2019s demands.<\/span><\/p>\n

The PPP in response may respond to the DP\u2019s effort to dismiss minister Lee by warning that they could either <\/span>boycott<\/span><\/a> the parliamentary investigation reducing the parliamentary investigation period.<\/span><\/p>\n

The former is less likely as it would allow the DP to dominate the investigation and the narrative of the investigation, which would then force the Yoon administration and the PPP to be on the defensive about the Itaewon tragedy constantly. The latter is risky because the DP could renege on its promise to approve Yoon\u2019s budget bill.<\/span><\/p>\n

Approving next year\u2019s budget is crucial, given contracting economic conditions, but the outlook does not look good. The deadline for lawmakers to approve the budget falls on Dec. 2, but unlike the U.S., the ROK\u00a0 constitution does not permit government shutdowns for failure to fund legislation to finance the government.<\/span><\/p>\n

Suppose the National Assembly fails to approve the budget bill within the deadline or by the final day of the plenary session on Dec. 9. In that case, the Yoon administration will have to implement a \u201cquasi-budget\u201d per the ROK constitution.<\/span><\/p>\n

Article 54, Section 3<\/span><\/a> of the ROK Constitution imposes strict limitations on where the president can disburse government funds if the National Assembly fails to approve a budget bill by the beginning of the fiscal year.\u00a0<\/span><\/p>\n

The president can, only in conformity with the previous year’s budget, disburse funds for the maintenance and operation of government agencies and facilities, obligatory expenditures and continuation of projects previously approved in the budget.<\/span><\/p>\n

In other words, failure to approve the budget bill could potentially cripple Yoon\u2019s legislative agenda.<\/span><\/p>\n

PLAYING CHICKEN<\/b><\/p>\n

The South Korean economy\u2019s viability depends on the passage of this budget bill. Besieged by slumping exports, high interest rates, high inflation and a high consumer price index, the last thing financial markets need is a crippled central government in Seoul.<\/span><\/p>\n

The good news for the economy is that while the PPP and the DP are playing political hardball, failing to approve a budget bill would be unprecedented. While each will try to blame the other, voters and the stock market will end up blaming both.\u00a0<\/span><\/p>\n

That makes the most plausible outcome a fully implemented budget sometime before Dec. 31. But as liberal groups continue to organize protests <\/span>demanding Yoon\u2019s resignation<\/span><\/a> over the Itaewon tragedy and several members of the Democratic Party echo these calls, a stopgap measure to avert crisis is closer than ever before.<\/span><\/p>\n
