U.S. Vice President Kamala Harris and South Korean President Yoon Suk-yeol reaffirmed the alliance between their two countries, but a number of issues appear to have caused friction behind the scenes.<\/span><\/p>\n

During their meeting on Thursday, Harris and Yoon reportedly <\/span>discussed<\/span><\/a> the U.S. Inflation Reduction Act (<\/span>IRA<\/span><\/a>), gender inequality, North Korea and China.<\/span><\/p>\n

The good news for Yoon is that the meeting lasted 85 minutes \u2014 much longer than his <\/span>brief interactions<\/span><\/a> with U.S. President Joe Biden in London and New York around a week ago. Harris is also reportedly <\/span>not hung up<\/span><\/a> about when the South Korean president recently appeared to call the U.S. Congress <\/span>\u201cbastards\u201d<\/span><\/a> last week.<\/span><\/p>\n

The bad news is that Yoon doesn\u2019t look any closer to solving issues that have plagued relations with Washington lately, a disappointment considering the lengths he\u2019s gone to build up the U.S. as South Korea\u2019s best friend on the international stage.<\/span><\/p>\n

ELECTRIC VEHICLES: DRIVING YOON MAD<\/b><\/p>\n

Yoon took Harris\u2019s visit as another opportunity to express South Korea\u2019s <\/span>concerns about the IRA<\/span><\/a>, but he\u2019s unlikely to have achieved any major breakthrough.<\/span><\/p>\n

The IRA disqualifies electric vehicles (EVs) assembled outside of North America from tax credits. This is a huge blow for South Korean companies like Hyundai and Kia, which have been <\/span>thriving in the U.S.<\/span><\/a> but manufacture their flagship models domestically and source <\/span>most of their battery components<\/span><\/a> from China.<\/span><\/p>\n

Washington says that it\u2019s listening to Seoul\u2019s concerns. South Korea wants to delay the measures for its EVs until 2025, when Hyundai originally <\/span>planned to complete<\/span><\/a> a $5.54 billion EV plant in Georgia.<\/span><\/p>\n

The Yoon administration has also <\/span>found allies<\/span><\/a> in its fight against the IRA in the European Union, the U.K. and Japan.<\/span><\/p>\n

Whether or not the Biden administration will be able to revise the law, and to what extent, remains to be seen. However, it is <\/span>unlikely<\/span><\/a> to do anything before the U.S. midterm elections in November.<\/span><\/p>\n

Still, Seoul will likely continue to raise the issue with Washington at every opportunity, just so the U.S. is more than aware how important the EV market is to South Korea.<\/span><\/p>\n

K-DISCRIMINATION<\/b><\/p>\n

Yoon may resent Harris raising gender equality issues in South Korea during her visit.<\/span><\/p>\n

Harris <\/span>told U.S. media<\/span><\/a> that she would discuss the topic with the South Korean leader, adding that she \u201cstrongly\u201d believes that \u201cyou can actually measure the state of a democracy based on the status of women in that democracy.\u201d<\/span><\/p>\n

This could be interpreted as a swipe against Yoon since his cabinet is mostly men and women make up only a tiny fraction of the rest of his government.\u00a0<\/span><\/p>\n

His transition team <\/span>asserted<\/span><\/a> in March that he made the appointments based on merit only. However, <\/span>research suggests<\/span><\/a> that discrimination plays a factor when South Korean political positions are considered.<\/span><\/p>\n

Harris isn\u2019t the first American leader to push back against male dominancy in South Korea, either. Just as the vice president held a <\/span>meeting<\/span><\/a> with female leaders in Seoul, Deputy Secretary of State <\/span>Wendy Sherman<\/span><\/a> and Treasury Secretary <\/span>Janet Yellen<\/span><\/a> also met with female entrepreneurs when they visited South Korea in June and July, respectively.<\/span><\/p>\n

Yoon relied on the <\/span>support of young men<\/span><\/a> who felt <\/span>marginalized by feminism<\/span><\/a> during the election, and will likely feel betrayed for being called out by Washington after doing so much to <\/span>promote relations<\/span><\/a> with the U.S. during the early days of his presidency.<\/span><\/p>\n

IRONCLAD ON NORTH KOREA, NOT CHINA<\/b><\/p>\n

Harris and Yoon likely didn\u2019t reach any groundbreaking frontiers on the North Korea issue. But generally speaking, the U.S. and South Korea have been on the same page since Biden and Yoon took office.<\/span><\/p>\n

Both presidents vowed to be tougher on North Korea after years of what they portrayed as nothing to show for playing nice with Kim Jong Un under their predecessors Donald Trump and Moon Jae-in.<\/span><\/p>\n

Over the past few months, Biden and Yoon have revitalized the alliance, conducting their <\/span>first large-scale joint field training<\/span><\/a> since 2018 and bolstering trilateral cooperation with Japan, among other things.<\/span><\/p>\n

Harris\u2019s <\/span>visit to the DMZ<\/span><\/a> comes just as the allies wrap up their <\/span>first military exercises<\/span><\/a> involving an American aircraft carrier since 2017 and a couple of North Korean <\/span>missile<\/span><\/a> launches<\/span><\/a>, possibly in response. Pyongyang also recently adopted a <\/span>new law<\/span><\/a> expanding on the conditions under which it will use its nuclear weapons, and might also conduct its seventh nuclear test <\/span>in the coming weeks<\/span><\/a>.<\/span><\/p>\n

In the face of increasingly aggressive signals from North Korea, the vice president\u2019s trip to the DMZ reaffirms that the U.S. isn\u2019t backing down on its commitment to South Korea.<\/span><\/p>\n

But although talks on North Korea were likely congenial, Seoul did mess up ahead of time by <\/span>prematurely revealing<\/span><\/a> that Harris would be visiting the DMZ, prompting the U.S. to quickly release its own statement.<\/span><\/p>\n

These gaffes may raise questions in Washington about how careful the Yoon administration is with sensitive information and perpetuate its <\/span>reputation of incompetence<\/span><\/a>.<\/span><\/p>\n

China, on the other hand, was likely a different kettle of fish.<\/span><\/p>\n

Harris and Yoon reportedly <\/span>stated<\/span><\/a> their \u201ceffort to preserve peace and stability across the Taiwan Strait,\u201d but it doesn\u2019t seem like they reached any conclusions about what the role of U.S. Forces Korea (USFK) would be in Taiwan.<\/span><\/p>\n

In recent days, current USFK commander Gen. Paul LaCamera and his predecessor Gen. Robert Abrams <\/span>hinted<\/span><\/a> on separate occasions that Washington would seek to deploy USFK to the Taiwan Strait in a contingency.<\/span><\/p>\n

In <\/span>response<\/span><\/a>, Seoul stressed that USFK\u2019s main role was to defend South Korea and that the allies would consult each other about their response to a crisis in Taiwan.<\/span><\/p>\n

This fits into <\/span>what appears to be a trend<\/span><\/a> of the U.S. urging South Korea to play a larger role in regional security initiatives behind the scenes.<\/span><\/p>\n

But South Korea is likely reluctant to let USFK go to Taiwan not only because it could reduce military preparedness against North Korea, but also because this would hurt relations with China, its largest trading partner.<\/span><\/p>\n

Beijing is highly suspicious of South Korea\u2019s alliance with the U.S. In 2017, Seoul <\/span>deployed<\/span><\/a> the U.S. Terminal High Altitude Area Defense (THAAD) on the peninsula to defend against North Korea\u2019s evolving missile capabilities.<\/span><\/p>\n

But China <\/span>protested<\/span><\/a> that the system\u2019s radar could also be used to track its own missile forces, and implemented highly damaging <\/span>economic boycotts<\/span><\/a> on South Korea in retaliation.<\/span><\/p>\n

Seoul wants to avoid a repeat of the boycotts from five years ago, and supporting flexibility for USFK deployment would undermine its claims that its military partnership with the U.S. isn\u2019t anti-China.<\/span><\/p>\n
