If it was time for South Korean President Yoon Suk-yeol to be concerned last week, then it is now nearing time to panic.

Yoon’s approval stands at just 28% in Gallup Korea’s newest poll, after polling from RealMeter and Gallup Korea the previous week put his approval rate in the low 30s, with significant losses among demographics that should be his core supporters.

These kinds of low approval rates to start a presidential term are not unprecedented. Just months after taking office in 2007, Lee Myung-bak’s approval rates had fallen to 21%. One poll placed his approval rate as low as 17%.

But the comparison ends there.

Lee’s approval rates were driven to their nadir by huge street protests — estimated to be as large as 100,000 people — over the importation of U.S. beef and concerns about mad cow disease. Yoon has faced no such major protests and there have been no major scandals.

Instead, there has been a steady stream of minor scandals, controversies over his personnel appointments, a new COVID-19 surge in South Korea and significant economic headwinds that are largely beyond his control.

But the push to establish a police bureau within the interior ministry to oversee the nationwide police force is illustrative of the reasons behind Yoon’s declining approval rates. The move has been controversial, the police themselves have openly objected to the move and the interior minister threw fuel on the fire when he compared the police protest to a coup.

Polling conducted from July 25-27 by the National Barometer Survey finds that just one-third (32%) of respondents said the proposal to move control of the police to the interior ministry is an appropriate way to control the expanded investigative powers of police detectives. A majority (56%) say the proposal is inappropriate as it could damage the political neutrality and independence of the police.

In a highly politicized political environment, controversial issues will often break down along partisan lines. But attitudes toward establishing a police bureau do not closely follow that pattern. A bare majority (51%) of supporters of Yoon’s People Power Party say the proposal is appropriate, versus 37% that find it inappropriate.

A plurality of those in their 60s (47%) — a core cohort of Yoon’s support — say the proposal is inappropriate, as do a majority of all ages 18 to 59.

The most recent Gallup Korea poll found similar levels of opposition to Yoon’s plan. Six in ten (59%) say that the gathering of police to protest the reorganization was a legitimate way to express their opinion on the matter.

That included majorities of all ages 18-59 and a plurality (46%) of those in their 60s. Yoon had previously called the meeting a “serious breach of national discipline,” putting him largely out of step with the public.

The controversy over the police has not exploded into a major scandal, but it does get to the heart of the reasons for Yoon’s low approval rates. The NBS poll — conducted July 25-27 — found Yoon’s approval rate at 34% and his disapproval at 54%.

Among those that disapprove, a plurality (30%) say that their disapproval is because Yoon’s decision-making is arbitrary and unilateral. A further 28% say they disapprove of his job performance because he lacks experience and ability. The controversy over the police is likely driving those views.

The good news for Yoon is that all of this is happening early in his term and the next National Assembly election is not until 2024. There is still plenty of time for him to get his personnel appointments in order, get the most controversial policy initiatives out of the way and then move on to dealing with the myriad challenges facing the country. The question is if he will be able to learn on the job.
