A growing advocacy campaign is pushing for LGBTQ rights in South Korea, led by diplomats of some of the country’s closest allies.<\/span><\/p>\n

During Wendy Sherman\u2019s latest visit to South Korea, the U.S. deputy secretary of state <\/span>met<\/span><\/a> with LGBTQ civil society leaders to “highlight the importance of diversity, equity and inclusion and mark Pride Month,\u201d according to the State Department. South Korea’s first transgender celebrity<\/span> Harisu<\/span><\/a> joined the event and helped<\/span> hoist<\/span><\/a> the Progress Flag, a more inclusive redesign of the rainbow flag.<\/span><\/p>\n

While in South Korea to attend President Yoon Suk-yeol\u2019s inauguration, U.S. second gentleman Douglas Emhoff toured a traditional market<\/span> with Hong Seok-cheon<\/span><\/a>, one of the country\u2019s only openly gay celebrities, in a <\/span>symbolic gesture<\/span><\/a> of support for LGBTQ rights.<\/span><\/p>\n

And then at Seoul\u2019s Pride festival over the weekend, foreign missions from a dozen Western nations \u2014 including the U.S., U.K. and Australia \u2014 celebrated equality and inclusion.<\/span><\/p>\n

This situation presents a challenge to the new South Korean government, which wishes to<\/span> strengthen<\/span><\/a> relationships with these<\/span> countries<\/span><\/a> as part of efforts to become a \u201cglobal pivotal state,\u201d even while remaining silent about LGBTQ rights.<\/span><\/p>\n

SEOUL PRIDE: MORE THAN JUST A PARTY<\/b><\/p>\n

Despite some summer rains, South Korea\u2019s LGBTQ community and its supporters turned out in large numbers for the Seoul Queer Culture Festival on Saturday, the first offline iteration of the event since 2019 due to pandemic suspensions.<\/span><\/p>\n

Like previous years, foreign missions set up booths at the event to distribute information, stickers and badges, and their top envoys appeared on stage.<\/span><\/p>\n

\u201cI think we\u2019re all here for the same reason \u2014 because we believe in equality for all people,\u201d the British Embassy told <\/span>Korea Pro<\/span><\/i> at Seoul Pride. \u201cDiscrimination based on sexual orientation or gender identity should have no place in the 21st century.\u201d<\/span><\/p>\n

New Zealand Ambassador Philip Turner stood beside his husband, Hiroshi Ikeda, and said everybody should be able to live with freedom and pride. \u201cThat includes sexual orientation and identity,\u201d he said.<\/span><\/p>\n

In his speech, British Ambassador Colin Crooks told cheering crowds that \u201chate will fail\u201d and that everyone has the right to live a life free of discrimination and violence, advocating legal protections. And new U.S. Ambassador to South Korea Philip Goldberg said he participated \u201cto express the strong commitment of the United States to ending discrimination wherever it occurs.\u201d<\/span><\/p>\n

\u201cWe\u2019re going to fight with you for equality and human rights,\u201d he said.<\/span><\/p>\n

LGBTQ rights advocacy by foreign missions has grown in recent years, at least in part as a reaction to horrific homophobic violence at Incheon\u2019s <\/span>first queer culture festiva<\/a><\/span>l in 2018.<\/span><\/p>\n

Conservative Christians took advantage of the event\u2019s low profile, small size and lack of security to ambush participants, using physical violence and leaving many beaten and traumatised. There were no embassy booths at the festival, and many foreign missions, which have police security, have since told this author that they seek to attend pride festivals nationwide whenever possible.<\/span><\/p>\n

Diplomats have used various methods to indirectly pressure the South Korean government on LGBTQ issues, including media appearances, joint statements in newspapers and<\/span>\u00a0conferences<\/a><\/span> on anti-discrimination (even <\/span>co-hosting<\/span><\/a>).<\/span><\/p>\n

Recently, seventeen embassies expressed their support for LGBTQ rights in <\/span>a document<\/span><\/a> submitted as part of administrative litigation against the Seoul city government for rejecting the organizer of Seoul Pride\u2019s application to set up a nonprofit foundation.<\/span><\/p>\n

And a few months ago, a U.S. diplomat visited an activist on hunger strike outside the National Assembly demanding an anti-discrimination law, <\/span>delivering flowers<\/span><\/a> and a letter of support<\/span> co-signed by<\/span><\/a> four embassies.<\/span><\/p>\n

KOREAN OPPOSITION<\/b><\/p>\n

Being LGBTQ is not prohibited in South Korea but remains taboo. The conservative Christian lobby, which includes umbrella groups like the United Christian Churches of Korea, <\/span>exerts<\/span><\/a> enormous <\/span>influence<\/span><\/a> over politics and is adamant about keeping LGBTQ rights out of sight. These groups oppose homosexuality and proposed <\/span>anti-discrimination legislation<\/span><\/a>, which they claim would muzzle their <\/span>freedom of expression<\/span><\/a> and <\/span>promote homosexuality<\/span><\/a>.<\/span><\/p>\n

Conservative Christian groups recently <\/span>protested<\/span><\/a> outside the U.S. Embassy against Ambassador Goldberg’s arrival in Seoul and the “U.S. policy of homosexual cultural imperialism,\u201d making unfounded claims that the U.S. deliberately sent Goldberg to spread an LGBTQ agenda in South Korea.<\/span><\/p>\n

On Saturday, large-scale Christian protests took place outside the grounds of the Pride festival, and homophobic opposition almost led Seoul city to <\/span>cancel<\/span><\/a> this year\u2019s event.\u00a0<\/span><\/p>\n

\u201cThe forces around us today show us that this fight is still very important,\u201d Norwegian Ambassador Frode Solberg said in his speech at the festival.<\/span><\/p>\n

Yoon Suk-yeol’s government has appeared lukewarm, if not hostile, toward LGBTQ rights. Before winning the election, Yoon responded in a<\/span> questionnaire<\/span><\/a> that “denying biologically assigned genders and recognizing same-sex couples could have significant social impact.”\u00a0<\/span><\/p>\n

The new president has also <\/span>appointed<\/span><\/a> several outspoken homophobes as advisers (one resigned following outrage), who have likened homosexuality to a <\/span>smoking habit<\/span><\/a> and <\/span>the Black Death<\/span><\/a>. The anti-discrimination law did not make it to<\/span> the list<\/span><\/a> of national tasks that the new government will focus on.<\/span><\/p>\n

Despite this situation, there is<\/span> some ambivalence<\/span><\/a> in South Korea\u2019s LGBTQ community about the global powers’ advocacy efforts through their foreign missions. They are sometimes accused of “pinkwashing” to distract from discrimination within their own borders or asserting the superiority of their own nations\u2019 systems.\u00a0<\/span><\/p>\n

Growing anti-LGBTQ legislation<\/span><\/a> in countries like the U.S. can make such advocacy seem hypocritical.<\/span><\/p>\n

\u201cAs elsewhere around the world, the U.S. Mission in the Republic of Korea is committed to supporting those advocating for measures to counter discrimination and defend human rights for LGBTQI+ people,\u201d the U.S. Embassy press office told <\/span>Korea Pro<\/span><\/i>.<\/span><\/p>\n

The British Embassy also said that the \u201cthe U.K. is on a journey toward <\/span>LGBT+<\/span><\/a> equality\u201d and that it \u201caims to share best practice and work collaboratively with partners to improve LGBT+ rights and freedoms.\u201d<\/span><\/p>\n

WHERE SEOUL STANDS<\/b><\/p>\n

The South Korean government wishes to be recognized as an open and democratic nation, so it is unable to take drastic measures against its allies’ advocacy of LGBTQ rights. This is in contrast to other<\/span> conservative nations<\/span><\/a> that have <\/span>summoned<\/span><\/a> Western ambassadors<\/span> for such advocacy.<\/span><\/p>\n

Eventually though, South Korea will have to overcome its homophobia and become more tolerant of sexual minorities if it wants to be taken seriously on the world stage. The government cannot hide forever behind the argument that South Korea must first reach a \u201c<\/span>national consensus<\/span><\/a>\u201d on issues like the<\/span> anti-discrimination law<\/span><\/a>, which <\/span>multiple<\/span><\/a> surveys<\/span><\/a> have shown the majority of Koreans favor.<\/span><\/p>\n

Conservative Christian circles <\/span>claim<\/span><\/a> that Western countries have collapsed due to equality laws and LGBTQ rights. If embassies are to be successful in their advocacy, they will need to continue countering such rhetoric and ensure their messaging reaches those in positions of power.<\/span><\/p>\n

Either way, it\u2019s clear that the advocacy for LGBTQ rights by foreign missions in South Korea is here to stay.<\/span><\/p>\n

Rouslan Kats, charg\u00e9 d\u2019affaires at the Canadian Embassy, told <\/span>Korea Pro<\/span><\/i> that the promotion of human rights, including LGBTQ rights, is a \u201ctop priority\u201d for his government.<\/span><\/p>\n

Last fall, he said, the Canadian Embassy launched a group on LGBTQ rights among some 20 like-minded embassies in South Korea, which gathers every few months to better coordinate activities, advocacy and events throughout the year.\u00a0<\/span><\/p>\n

\u201cWe are different countries with different foreign policies,\u201d Kats said. \u201cBut we\u2019re all united in the name of human rights and LGBTQ rights.\u201d<\/span><\/p>\n
