Yoon Suk-yeol’s honeymoon period — if he ever had one — is officially over. The South Korean president’s approval rating fell to 37% the first week of July, the lowest mark since Yoon became president in May and the fourth straight week of decline. In the second week of June, his approval rate stood at 53%.

The slide in numbers is beginning to look serious. It not only reflects declining approval among supporters of the opposition but also double-digit declines among those who should be his core supporters.

By historical standards, Yoon’s approval rate has been lukewarm early in his term. Through the first quarter of his term, Gallup Korea places his average support at 50%. This puts him third-lowest among all modern Korean presidents at the same point in their terms. Only Park Geun-hye (42%) and Roh Tae-woo (29%) were lower.

The recent trendline for Yoon is partially driven by declines in approval among his political opposition. For example, approval among supporters of the Democratic Party fell from 19% in the second week of June to just 8% now. That is not really a surprise: Throughout the latter year of Moon Jae-in’s presidency, his approval among People Power Party (PPP) voters was often below 10 percent.

But those same conservative supporters are also falling away from Yoon. Among supporters of the PPP, his approval rate fell 16 percentage points, from 86% to 70%. Most concerning for Yoon are the declines among the oldest South Koreans. For those in their 60s, approval fell from 67% to 50%. And among those 70 and older, approval fell from 66 percent to 55 percent. This cohort is the only cohort among which greater than 50% approve of Yoon’s job approval. Among cohorts under 60, approval rates are at 36% or lower.

The reasons for this decline are unclear as Gallup Korea’s survey did not ask respondents to explain why they disapproved of the president, making it more difficult to extrapolate from the available data.

But the ongoing drop in Yoon’s approval ratings makes it unlikely that there is one specific event driving the decline, but instead a combination of factors that include inflation, controversies around his reforms to police oversight and concerns about the housing market.

Importantly for the PPP, presidential disapproval is not yet associated with a decline in support for the party. Forty-one percent of respondents said they approved of the conservatives — significantly higher than the Democratic Party (30%) — and those numbers have remained largely flat even as Yoon’s numbers have slid.

Given Yoon has no history representing the PPP or even experience in elected office before his current position, this disconnect is not all that surprising. But the slide in his approval rates will have his party worried.

Even before he was elected president, Yoon was an unlikely suture for South Korea’s deep political divides. Now, less than three months into his term, the early numbers suggest voters are uniting against him, not behind. Yoon will likely try to solidify his base, avoid scandal and focus on the post-COVID economy as the PPP aims to retake the National Assembly in 2024.

Edited by Arius Derr
