South Korean President Yoon Suk-yeol wasted little time at the recent NATO Summit in Madrid, holding <\/span>10 bilateral and three multilateral summits<\/span><\/a> with some of the world\u2019s most powerful leaders.<\/span><\/p>\n

But while Yoon <\/span>left Spain jubilant<\/span><\/a> after strengthening economic and security ties with Western partners, there\u2019s still a lot of work to be done on issues closer to home.<\/span><\/p>\n

A much-heralded meeting with Japan and the U.S. produced few tangible results, and Beijing watched suspiciously as South Korea participated in a NATO gathering for the first time.<\/span><\/p>\n

Yoon remains on shaky ground with both countries as he struggles to differentiate his foreign policy approach from his predecessor.<\/span><\/p>\n

CHINA THREATENS \u2018CONSEQUENCES\u2019<\/b><\/p>\n

China was obviously going to oppose Yoon\u2019s trip to Madrid, yet his administration seems to have successfully walked the line between bolstering security relations with the West while maintaining economic relations with China \u2014 thus far.<\/span><\/p>\n

NATO has gradually shifted toward taking a stronger stance on China <\/span>over the years<\/span><\/a>. This was explicit at the most recent summit, where member states adopted a <\/span>new strategic concept<\/span><\/a> that described China as a \u201cchallenge\u201d to its \u201cinterests, security and values.\u201d The <\/span>previous strategic concept<\/span><\/a>, adopted in Nov. 2010, didn\u2019t mention China.<\/span><\/p>\n

On top of this, four Asia-Pacific countries \u2014 South Korea, Japan, Australia and New Zealand \u2014 attended the European security summit for the first time ever.<\/span><\/p>\n

Beijing is acutely aware of how the U.S. is rallying its allies to defend what Washington calls the rules-based order across the globe, whether it be Russia\u2019s invasion of Ukraine or Chinese assertiveness in the South China Sea.<\/span><\/p>\n

An <\/span>editorial<\/span><\/a> from the state-run <\/span>Global Times<\/span><\/i> warned that it is \u201cextremely unwise\u201d for any Asia-Pacific country to warm relations with NATO, adding that there will be \u201cconsequences\u201d for damaging their \u201cstrategic trust\u201d with China.<\/span><\/p>\n

However, while NATO used words like \u201cmalicious\u201d and \u201cconfrontational\u201d to <\/span>describe<\/span><\/a> Beijing\u2019s behavior, Seoul emphasized that its participation at the summit was <\/span>not anti-China<\/span><\/a>. Yoon hinted<\/a> at China in his speech, but avoided direct mention.<\/span><\/p>\n

Yoon appears to be sticking<\/a> to what he said <\/span>during the presidential campaign<\/span><\/a>: That while South Korea must \u201cnot compromise on its core security interests\u201d by succumbing to Chinese economic blackmail, security concerns \u201cshould not get in the way of economic issues.\u201d<\/span><\/p>\n

The Yoon administration will need to keep playing this balancing act between Beijing and Washington if it wants to avoid another Chinese economic boycott like the one in 2017 over the deployment of American missile defense batteries, which caused <\/span>billions of dollars<\/span><\/a> in damage to South Korea\u2019s economy.<\/span><\/p>\n

SOUTH KOREA-JAPAN: STYLE OVER SUBSTANCE<\/b><\/p>\n

Yoon\u2019s <\/span>meeting<\/span><\/a> with Japanese Prime Minister Fumio Kishida and U.S. President Joe Biden was a major achievement, but the meeting was more symbolic than substantial.<\/span><\/p>\n

It marked the first trilateral meeting between the three countries’ leaders since Sept. 2017, after Seoul-Tokyo <\/span>relations fell apart<\/span><\/a> over disputes dating back to Japan\u2019s colonial rule of the peninsula between 1910 and 1945. And it represented a renewed commitment to trilateralism: Alliance-skeptic Donald Trump and Japan-cynic Moon Jae-in have been replaced by alliance-advocate Biden and a South Korean president who promises to play a bigger role in the U.S.-led international order.<\/span><\/p>\n

However, the meeting only lasted 25 minutes and there were <\/span>no groundbreaking announcements<\/span><\/a>, implying the summit was more a photo-op to demonstrate renewed unified opposition in the face of North Korea\u2019s spate of missile testing.<\/span><\/p>\n

It was also telling that the Yoon-Kishida summit was trilateral, <\/span>not bilateral<\/span><\/a>, as some <\/span>had anticipated<\/span><\/a>.\u00a0<\/span><\/p>\n

A 2018 South Korean court ruling ordering Mitsubishi to compensate wartime forced laborers and their families still plagues the relationship, despite the Yoon administration\u2019s efforts to improve ties. Japan asserts these issues were <\/span>settled in 1965<\/span><\/a>, so from its perspective, the ruling shows the futility of dealing with South Korea in good faith.<\/span><\/p>\n

This makes it difficult for Kishida to accept Seoul\u2019s olive branch just yet. The Japanese prime minister will have more room to maneuver after the <\/span>upper house elections<\/span><\/a> on July 10, but progress may ultimately depend on whether the Yoon administration is able to find an <\/span>acceptable solution<\/span><\/a> to the forced labor issue for both Japan and the victims.<\/span><\/p>\n

YOON THE SALESMAN<\/b><\/p>\n

Yoon\u2019s whirlwind summitry at NATO also provided him an audience with a number of European leaders as he seeks to bolster economic ties.<\/span><\/p>\n

For example, Yoon discussed a nuclear power plant project in Dukovany during a <\/span>meeting<\/span><\/a> with Czech Prime Minister Petr Fiala. This came after South Korea\u2019s industry minister Lee Chang-yang <\/span>promoted<\/span><\/a> his country\u2019s capabilities in a meeting with his Czech counterpart only a few days earlier.<\/span><\/p>\n

The Yoon administration has pledged to reverse its predecessor\u2019s nuclear phaseout and set a goal of exporting 10 nuclear power plants by 2030 \u2014 <\/span>ambitious since Seoul has only won a single contract to date<\/span><\/a>.<\/span><\/p>\n

This meeting, as well as those with <\/span>other<\/span><\/a> European<\/span><\/a> leaders<\/span><\/a>, allowed him to get the ball rolling toward these goals.<\/span><\/p>\n

The South Korean president also discussed <\/span>semiconductor investment<\/span><\/a> with Dutch Prime Minister Mark Rutte. The Netherlands is a world leader in semiconductor technology, vital for South Korea\u2019s big tech companies.<\/span><\/p>\n

And Yoon talked <\/span>small- and medium-sized satellites<\/span><\/a> with French President Emmanuel Macron, on the heels of South Korea\u2019s <\/span>successful satellite launch<\/span><\/a> only a week beforehand. This made the ROK only the seventh country to launch a satellite weighing more than one ton with domestic technology.<\/span><\/p>\n

Of course, Russia\u2019s invasion of Ukraine provided the main backdrop for the NATO summit, but Yoon didn\u2019t make any breakthrough announcements on this issue in Madrid.<\/span><\/p>\n

South Korea has allocated <\/span>millions of dollars in humanitarian aid<\/span><\/a> for Ukraine, but is reluctant to supply weapons, likely to avoid Russia arming North Korea in retaliation. Seoul\u2019s reluctance <\/span>undermines<\/span><\/a> the idea of a united stand against unwarranted aggression, wherever it takes place in the world.<\/span><\/p>\n

In May, there were reports that Ottawa <\/span>requested<\/span><\/a> South Korea to resupply Canada \u2014 which has itself been supplying weapons to Ukraine \u2014 due to a shortage of 155-millimeter artillery shells, providing Seoul with a potential workaround.<\/span><\/p>\n

But even though Yoon pledged support for Ukraine during his meeting with Canadian Prime Minister Justin Trudeau, there was <\/span>no news<\/span><\/a> of <\/span>progress<\/span><\/a> on this issue.<\/span><\/p>\n

Yoon did describe Poland, another large supplier of weapons to Ukraine, as a <\/span>strategic partner<\/span><\/a> in the defense industry during his meeting with President Andrzej Duda at the NATO summit though. This came after Seoul gave <\/span>approval<\/span><\/a> for Hanwha Defense to negotiate arms exports with Poland.<\/span><\/p>\n

This does show South Korea isn\u2019t shying away from helping those that help Ukraine, but sales to Poland are not the same as a donation to Kyiv.<\/span><\/p>\n
