Yoon Suk-yeol became South Korea\u2019s President on Tuesday, using his inaugural speech to argue that South Korean democracy faces a \u201ccrisis\u201d due to \u201canti-intellectualism\u201d and casting the country as a responsible stakeholder standing up to infringement of freedom caused by abuse of power and \u201carmed conflicts\u201d in other countries.\u00a0\u00a0\u00a0<\/span><\/p>\n

Yoon mentioned \u201cfreedom\u201d 35 times in the speech, followed by \u201cglobal citizen\/citizen\u201d and Korean \u201cpeople\u201d 15 times each. \u201cWorld\u201d was mentioned 13 times, \u201cpeace\u201d 12 times, \u201cinternational\u201d 12 times, \u201cdemocracy\u201d and \u201ccrisis\u201d \u2013 mostly used together \u2013 eight times each, and \u201csolidarity\u201d six times.\u00a0<\/span><\/p>\n

Neither the U.S., China, nor Japan were mentioned at all in the speech, delivered to some 40,000 guests gathered at the National Assembly, including U.S. Second Gentleman Douglas Emhoff and Xi Jinping\u2019s right-hand man Wang Qishan. <\/span>North Korea<\/span><\/a> was mentioned four times \u2013 the only country the South Korean president mentioned aside from his own.<\/span><\/p>\n

Tuesday\u2019s inauguration ceremony also included the controversial opening of the former presidential compound, the <\/span>Blue House<\/span><\/a>, to the general public and was the most expensive inauguration in South Korean history at <\/span>$2.6 million<\/span><\/a>.\u00a0<\/span><\/p>\n

Yoon\u2019s predecessors, including Moon Jae-in and impeached President Park Geun-hye, were also in attendance.<\/span><\/p>\n

FOREIGN RELATIONS<\/b><\/p>\n

Reinforcing his firm support for Western liberal values, Yoon’s speech \u201cwas suffused with support for liberty both at home and abroad,\u201d said Christopher Green, a lecturer at Leiden University.<\/span><\/p>\n

\u201cYoon signaled that under his administration, South Korea will be oriented towards democracy as the basis of a free society and free markets as the basis of a prosperous one,\u201d Green told KOREA PRO.\u00a0<\/span><\/p>\n

While Yoon did not mention the U.S. or China directly, Green said that Yoon still \u201cimplied strongly that if push were to come to shove, Korea would stand on the side of the U.S. over China, and that Seoul will play its role as an international stakeholder.\u201d<\/span><\/p>\n

It \u201cremains to be seen\u201d whether Yoon will back up these words with substance, Green added, by \u201caccepting refugees and\/or imposing sanctions against profitable trade partners when necessary,\u201d for example.<\/span><\/p>\n

On North Korea, he said Yoon presented an \u201cextremely unrealistic\u201d policy vision, \u201cbut in many other fields he painted an attractive picture, especially for the community of liberal democracies.\u201d<\/span><\/p>\n

\u201cThe international stakes are abnormally high now,\u201d Green said, the South Korean president\u2019s speech \u201cgave the impression of realizing that Korea ought to raise its game.\u201d<\/span><\/p>\n

Subin Kim, a writer on South Korea and former BBC journalist, told KOREA PRO that Yoon\u2019s speech strongly implied his vision for South Korea\u2019s standing in the world in a tacit reference to Russia\u2019s invasion of Ukraine.<\/span><\/p>\n

\u201cThis is by far the highest level of engagement displayed by a South Korean politician on international cooperation amid Russia\u2019s invasion of Ukraine,\u201d Kim said. Yoon did not mention either country by name but said South Korea must \u201danswer the call\u201d on infringement of human rights and freedom caused by the use of military might and abuse of power.\u00a0<\/span><\/p>\n

\u201cTraditionally, South Korean politicians were reluctant to go beyond the lip service of international solidarity when it comes to a tricky situation like the ongoing war,\u201d he explained. \u201cIt\u2019s pretty remarkable.\u201d\u00a0<\/span><\/p>\n

But Kim agreed with Green that Yoon\u2019s actions would speak louder than words, and \u201cSo far, I haven\u2019t had any impression that Yoon\u2019s philosophy is being translated well into his policies,\u201d Kim said, mentioning Washington’s apparent request that Seoul sends weapons to Kyiv.<\/span><\/p>\n

Aidan Foster-Carter, an honorary senior research fellow in sociology and modern Korea at Leeds University, also said it would be important in the coming months to see whether South Korea arms Ukraine or is more \u201ccritical of China,\u201d such as showing \u201cmore support for Taiwan.\u201d<\/span><\/p>\n

\u2018DEMOCRATIC CRISIS\u2019 AND \u2018ANTI-INTELLECTUALISM\u2019<\/b><\/p>\n

The portion of the speech that seemed to draw the most attention from the South Korean people was Yoon\u2019s argument that South Korean democracy is facing a \u201ccrisis\u201d due to \u201canti-intellectualism.\u201d\u00a0<\/span><\/p>\n

The term \u201ccrisis in democracy\u201d trended quickly on Korean social media, often accompanied by cynical remarks about whether Yoon, who <\/span>won the presidency<\/span><\/a> by a razor-slim margin, is the right person to restore democratic norms in the country. Yoon\u2019s remark on the topic appeared to target the outgoing Moon Jae-in administration\u2019s policies and the Democratic Party that holds a parliamentary majority and pushed through various pieces of legislation despite pushback from the opposition such as the recent prosecution reform bill.<\/span><\/p>\n

It appeared that Yoon\u2019s goal was to \u201ccast himself as an \u2018intellectual conservative\u2019 that disavows populism and anti-intellectualism,\u201d said Jumin Lee, a trial attorney and contributor for KOREA PRO. \u201cThere also appears to be a conscious effort to tone down the ideology and appear bipartisan.\u201d\u00a0<\/span><\/p>\n

While Lee said he didn\u2019t believe Yoon\u2019s criticism was necessarily targeted, \u201cIt seems like he\u2019s saying politicians are opportunistic populist operatives and as an outsider, he\u2019s free from all of that.\u201d<\/span><\/p>\n

\u201cHe\u2019s not completely wrong in his assessment of politicians, but there\u2019s a shade of hubris there that feels dangerous,\u201d Lee added.<\/span><\/p>\n

Peter Ward, an economist and contributor to KOREA PRO, said that \u201cthe call for a \u2018rational\u2019 dialogue and the attack on \u2018anti-intellectualism\u2019 sounds like a signal that Yoon wants to rule as a centrist consensus-oriented technocrat.\u201d<\/span><\/p>\n

\u201cIt is far from clear whether this is actually possible though, but he has little choice if he wants to pass a domestic agenda through the National Assembly dominated by the opposition,\u201d he explained.<\/span><\/p>\n

Daniel Tudor, an author and entrepreneur based in Seoul and KOREA PRO contributor, also said Yoon\u2019s argument that anti-intellectualism \u201cgravely weakens South Korean democracy and puts them in peril\u201d stood out on Tuesday.\u00a0<\/span><\/p>\n

\u201cI do think he is correct, but cracking down on these ‘masses’ can also be undemocratic by its very nature. I also hope he would equally oppose those who seek to silence his opponents,\u201d Tudor cautioned.<\/span><\/p>\n

The discussion on anti-intellectualism \u201cresonates well\u201d in other countries like the U.K., but \u201cI wonder who or what his target is in South Korea on that score,\u201d questioned Foster-Carter of Leeds, raising the possibility Yoon had the Moon Jae-in\u2019s prosecutorial reform agenda in mind.<\/span><\/p>\n

ECONOMY<\/b><\/p>\n

On the economy, Yoon may have signaled \u201cgreater openness to foreign investment,\u201d said the economist Ward, but that it is \u201cunlikely to mean all that much in the immediate term.\u201d<\/span><\/p>\n

\u201cThe capital flight concern is not a consequence of rhetoric, but trends within international markets,\u201d he told KOREA PRO.<\/span><\/p>\n

Tudor pointed to Yoon\u2019s \u201cinternationalist\u201d framing of science, technology and innovation, saying it \u201creflects the conservative side’s outlook, as opposed to their opponents’ more domestic outlook.\u201d He added that he expects there would be more government funding and tax breaks for both South Korea\u2019s large conglomerates \u2013 Samsung, Hyundai, etc \u2013 as well as startups.<\/span><\/p>\n

Economic \u201cgrowth\u201d was described as a core objective of the new administration overall, Tudor added. This means there would be \u201cless focus on welfare or fairness\u201d but \u201cmore deregulation,\u201d he projected.\u00a0<\/span><\/p>\n

\u201cI think his basic direction is the same as his party’s historic direction, Tudor said, adding that the speech suggests \u201cdevelopment and growth\u201d are Yoon\u2019s top priorities.<\/span><\/p>\n

\u201cKorea was already a world leader in R&D spending, but the speech implies greater opportunities for international partnerships in science and technology,\u201d added Green from Leiden.\u00a0<\/span><\/p>\n

He said that the COVID-19 pandemic demonstrated that \u201cadvanced medical research is best conducted collaboratively across borders,\u201d pointing to South Korea\u2019s untimely delivery of vaccines and lack of domestic anti-viral innovation.<\/span><\/p>\n

\u201cCompared to the rather wary, zero-sum approach of the previous administration, the Yoon-led South Korea should be a relatively attractive place to do business,\u201d Green explained.\u00a0<\/span><\/p>\n

My fellow Koreans,\u00a0<\/span><\/p>\n

Seven and a half million fellow compatriots living overseas<\/span><\/p>\n

Fellow citizens around the world,\u00a0<\/span><\/p>\n

I stand before you today, humbled by the trust and responsibility that you have given me and mindful of my solemn duty to rebuild this great nation. It is our generation\u2019s calling to build a nation that espouses liberal democracy and ensures a thriving market economy, a nation that fulfills its responsibility as a trusted member of the international community, and a nation that truly belongs to the people.\u00a0<\/span><\/p>\n

Thank you, my fellow Koreans, for gracing this historic occasion with your presence.<\/span><\/p>\n

I am also deeply grateful to former President Moon Jae-in and Park Geun-hye, and Her Excellency Ms. Halimah Yacob, President of the Republic of Singapore, His Excellency Mr. Faustin Archange Touadera, President of the Central African Republic, His Excellency Mr. Wang Qishan, Vice President of the People’s Republic of China, Her Excellency Ms. Diah Permata Megawati Soekarnoputri, Former President of the Republic of Indonesia, His Excellency Mr. Douglas Craig Emhoff, Second Gentleman of the United States of America, His Excellency Mr. George J. I wish to thank and pay my utmost respect to the Korean people for enduring many difficulties for the last two years in the battle against COVID-19.<\/span><\/p>\n

I also wish to thank all the doctors, nurses and care givers for their devotion. Their professionalism is what helped all of us overcome this unprecedented crisis.\u00a0<\/span><\/p>\n

My fellow Koreans and citizens around the world,\u00a0<\/span><\/p>\n

Today, we are faced with multiple crises. Pandemics that are fundamentally altering the way we live; fast-evolving trade regimes and rearrangements in the global supply chains that are impacting our economies; climate change, food and energy crises that are causing havoc around the world; armed conflicts and wars are complex crises that no one country or a group of countries can resolve on their own. Such complex, multi-faceted crises are casting a long and dark shadow over us.\u00a0<\/span><\/p>\n

Domestically, many countries, including Korea, are experiencing record-low growth and rising unemployment. Many countries are witnessing an ever-widening gap in wages and polarization within society. Internal strife and discord are deepening which has led many of our fellow citizens to lose their sense of community and belonging.\u00a0<\/span><\/p>\n

The political process which has the responsibility to address and resolve these issues has failed due to a crisis in democracy and one of the main reasons for such failure is the troubling spread of anti-intellectualism.\u00a0<\/span><\/p>\n

When individuals disagree on certain issues and seek to reach a compromise, they can only do so when scientific facts and the truth works as the basis of their discussions. This is rationalism and intellectualism that is the foundation of democracy.\u00a0<\/span><\/p>\n

Unfortunately, truth is oftentimes bent out of shape and grossly distorted due to conflicts between nations or because of animosity between different groups within society. When we choose to see only what we want to see and hear only what we want to hear; when the masses bludgeon and silence those who do not agree with them and do this through brute force \u2013 this is how anti-intellectualism gravely weakens our democracy and puts us in peril. This is what shakes our trust in democracy. When this happens, it makes it even more difficult for us to effectively resolve the many complex challenges that we collectively face.\u00a0<\/span><\/p>\n

However, nothing is impossible. We can overcome the challenges that we face today and the ones that we will undoubtedly have to face in the future. Koreans have a long and proud history that demonstrates our unshakable resolve. Throughout our history, we came together in times of crises. Each of us pitched in and contributed whatever we could. Koreans never succumbed; we became stronger and wiser.\u00a0<\/span><\/p>\n

As the new President, I am deeply humbled by the awesome duty to lead our nation out of the latest crises. I am also grateful to be entrusted by the people of this great nation. I am confident that once again, we will overcome.\u00a0<\/span><\/p>\n

I also look forward to working with our fellow citizens around the globe to solve problems not only within our own borders but also those that take place outside.<\/span><\/p>\n

My fellow Koreans and citizens around the world,<\/span><\/p>\n

Belief in shared values is paramount if we are to successfully overcome these challenges. And the most important core value is freedom. We must clearly define \u2013 and unequivocally reaffirm \u2013 the real meaning of freedom.\u00a0<\/span><\/p>\n

Human history shows that when political and economic freedom reigns supreme, that is where prosperity and abundance flourished. When prosperity and economic freedom flourishes, that is when freedom reaches even the darkest corners.\u00a0<\/span><\/p>\n

Freedom is a universal value. Every citizen and every member of society must be able to enjoy freedom. If one\u2019s freedom is infringed upon or left uncorrected, this is an assault on everyone\u2019s freedom. Freedom is not something only for the winner to enjoy. In order for everyone to enjoy freedom, everyone must be allowed to enjoy a certain level of economic freedom; everyone must be guaranteed the right to receive quality education and everyone must be granted the freedom to access and experience various cultural activities. One cannot be considered a true citizen absent such freedom.\u00a0<\/span><\/p>\n

If one\u2019s freedom is violated or one is denied the basic necessities that are fundamental to being a free citizen, then the rest of society must come together and make amends.\u00a0<\/span><\/p>\n

Individual countries must do so but global citizens must also come together in solidarity to address these injustice if and when they arise. Hunger, poverty, abuse of power and armed conflict strips away our individual freedom and robs us of our inalienable right to the pursuit of happiness. We, as global citizens who enjoy real freedom, must never turn a blind eye when freedom is attacked.\u00a0<\/span><\/p>\n

Freedom abides by the rules and seeks to aid others in need. Freedom is about caring for our fellow humankinds in the spirit of solidarity and fraternity.<\/span><\/p>\n

My fellow Koreans,\u00a0<\/span><\/p>\n

Now turning to domestic agenda, I would like to emphasize a few points.<\/span><\/p>\n

Our society is plagued by division and social conflict which is threatening our freedom and our liberal democratic order. It is undermining our potential to attain greater societal advancement.\u00a0<\/span><\/p>\n

I do not believe we can overcome this problem without first achieving rapid and sustainable growth.\u00a0<\/span><\/p>\n

Rapid growth will open up new opportunities. It will improve social mobility, thereby helping us rid of the fundamental obstacles that are aggravating social divide and conflicts.<\/span><\/p>\n

It is imperative for us to make that big leap. It is critical that we achieve rapid growth and this will only be possible through science, technology and innovation. Science, technology and innovation \u2013 they will protect our democracy, expand freedom and our inalienable rights to let our people enjoy a sustainable life of dignity.<\/span><\/p>\n

Scientific progress, technological advancement and breakthrough innovation cannot be attained alone. We must work together with other like-minded nations that respect freedom and encourage creativity.\u00a0<\/span><\/p>\n

My fellow citizens, here in Korea and those abroad,\u00a0<\/span><\/p>\n

Liberal democracy creates lasting peace and peace is what safeguards our freedom. Peace is guaranteed when the international community that respects freedom and human rights come together as one.\u00a0<\/span><\/p>\n

Peace is not simply avoiding war \u2013 real peace is about allowing freedom and prosperity to flourish. Real peace is a lasting peace. Real peace is a sustainable peace.\u00a0<\/span><\/p>\n

Peace on the Korean Peninsula and Northeast Asia is the same \u2013 our region cannot be exempt from threats that endanger the peace of other regions.\u00a0<\/span><\/p>\n

We, as global citizens, must make a stand against any attempt that aims to take our freedom away, abuse human rights or destroy peace.<\/span><\/p>\n

While North Korea\u2019s nuclear weapon programs are a threat not only to our security and that of Northeast Asia, the door to dialogue will remain open so that we can peacefully resolve this threat.<\/span><\/p>\n

If North Korea genuinely embarks on a process to complete denuclearization, we are prepared to work with the international community to present an audacious plan that will vastly strengthen North Korea\u2019s economy and improve the quality of life for its people.\u00a0<\/span><\/p>\n

North Korea\u2019s denuclearization will greatly contribute to bringing lasting peace and prosperity on the Korean Peninsula and beyond.\u00a0<\/span><\/p>\n

My fellow Koreans,\u00a0<\/span><\/p>\n

Korea is the tenth largest economy in the world. It is incumbent upon us to take on a greater role befitting our stature as a global leader. We must actively protect and promote universal values and international norms that are based on freedom and respect for human rights. We must take on an even greater role in expanding freedom and human rights not just for ourselves but also for others. The international community expects us to do so. We must answer that call.\u00a0<\/span><\/p>\n

It is futile to differentiate between domestic issues and international issues. When we assume a greater international role, we can also find the right solution for many of our domestic challenges.\u00a0<\/span><\/p>\n

I solemnly pledge today that I will do my utmost to elevate Korea into a country that truly belongs to the people. A country based on the pillars of freedom, human rights, fairness and solidarity; a country that is respected by others around the world. Let us embark on this journey together.\u00a0<\/span><\/p>\n
